The contracting authority on behalf of itself, any entity it has an interest in and any TMO in the borough is seeking to appoint 2 qualified and experienced economic operators to provide Asbestos Removals works to its housing stock and operational buildings within the geographical boundaries of the London Borough of Southwark — Contract A will be north of the borough and Contract B will be south of the Borough.
Total Quantity or Scope
The contracting authority on behalf of itself, any entity it has an interest in and any TMO in the borough is seeking to appoint 2 qualified and experienced economic operators to provide Asbestos Removals works to its housing stock and operational buildings within the geographical boundaries of the London Borough of Southwark — Contract A will be north of the borough and Contract B will be south of the borough. The range of work streams include: asbestos removal, encapsulation of existing asbestos materials, associated minor repairs and reinstatement works, emergency response and out of hours service for making save and disposing of asbestos and scaffolding, mobile towers and all work platforms required to facilitate the works. Both contracts will be for an initial period of 4 years, extendable at the sole discretion of the contracting authority for a further period of 2 years, giving a total possible contract period of up to 6 years.

Price is not the only award criterion and all criteria will be stated in the procurement documents. The contracting authority reserves the right to withdraw from or discontinue the procurement process, which shall include the right not to award as a result of this call for competition. The contracting authority offers no guarantee, warranty or assurance that the work will be ordered at regular intervals throughout the contract period or that there will be a constant flow of work during the contract period. Economic operators should also note that the view of the contracting authority is that the provisions of the European Council Directive 2001/23/EC of 12.3.2001 (TUPE) is likely to apply (unless there is a legal reason for it not to apply) on the award the contracts. Nevertheless, economic operators should seek their own independent professional advice on the effect of the TUPE Regulations (including any subsequent amendments to the TUPE Regulations) on their tenders and the contracts. The contracting authority gives no assurances, warranties or assumptions as to the effect of TUPE on the contracts or otherwise.
