Description

The Authority is seeking to appoint a Lead Planning Consultant (LPC) to lead, project manager, guide, provide advice, and to deliver the Local Planning Authority and Marine Management Organisation consents for Cruise Hull Yorkshire. The LPC will deliver the required studies, including planning and environmental reports. The LPC will bring an in-house or procured planning and environmental team together to deliver the planning application. The Lead Consultant and their team will be required to work alongside, and in partnership with, a specialist team appointed by the Authority including an architect and marine engineer. The Authority proposes to enter into one Contract up to the submission and determination of a planning application with the successful Tenderer (Service Provider), (estimated duration of 24 months), with an option to extend for a period or periods of up to a maximum of 24 months with the aim of covering any appeal or review processes. Such extension(s) will be at the discretion of the Authority and subject to satisfactory performance. The anticipated service commencement date for the provision of the consultancy services is 1st August 2021. The consultancy services required will include:- The Consultant will provide full planning and environmental consultancy services, including the preparation, management, submission and negotiation of planning applications for the construction of the Cruise Hull Yorkshire port infrastructure. The services will include the terrestrial planning application and MMO/HRO applications. The Consultant will be required to lead the production of the EIA in respect of the MMO applications but will be supported by the Authority's marine engineer and marine licencing experts as required. The tasks of the Consultant will include the preparation, submission and negotiation of the planning application to the LPA and the MMO and any related statutory organisations. The Consultant will be responsible for undertaking the EIA and HRA and coordinating, holding and keeping version control of all documentation in relation to the planning application. This will include managing and co-ordinating the planning process, completing all relevant application forms and commissioning research, studies and surveys as required. The Consultant will take responsibility for assessing all the Client's data and studies that have been carried out to date and will take a lead on completing the EIA and HRA; including the procurement of further studies and surveys to enable submission of planning applications.
