Description

Liverpool City Region Combined Authority (LCRCA) recently secured further funding from the Department for Education (DfE) to extend its delivery of Skills Bootcamps as part of our Digital Skills for the Workplace project. Skills Bootcamps are flexible hands-on courses of up to 16 weeks in duration, which are part of the government’s Skills for Life campaign. The Digital Skills for the Workplace team is looking to invite suitably experienced and qualified organisations to register their interest to tender to deliver courses. The identified Skills Bootcamps topics are separated into 6 categories, individual Lots for specific courses will issued via this Dynamic Purchasing System. Category 1 Digital Category 2 Technical Category 3 Pathway to Accelerated Apprenticeships Category 4 Construction Category 5 Green Skills Category 6 Logistics (HGV) LCRCA are inviting suppliers to bid for a place on a Dynamic Purchasing System for the provision of a range of training services over the course of a five-year period. A variety of Lots will be available and suppliers are encouraged to come forward to gain a place on a Lot pertaining to the services they offer. Mini competitions will then be run for contracts to provide training. Contracts are dependent on Funding, we estimate to spend up to £7.5M per annum across all lots during the 5 year term.

Lot Division

1 Digital

This lot relates to courses delivering Digital skills required to help learners to find jobs in the growing digital and tech sector and help employers to fill digital skills gaps in their business. These could include, but are not exclusive to, areas of: • Cloud • Computer Aided Design • Cyber • Data • DevOps • Digital Marketing • Games • Networks / Support • Software Development • Software Engineering • Web Please note, this list of courses is indicative of the types of courses that LCRCA may call off from this lot of the DPS. Suppliers who wish to join the DPS do not have to be able to supply all of these courses and may sign up if they provide training that may fall under the heading of this Lot.

2 Technical

This lot relates to courses delivering technical skills across Manufacturing and engineering including Marine and Civil. These could include, but are not exclusive to, areas of: • Advanced Manufacturing • Design • Electronics & Electrotechnical • Engineering Please note, this list of courses is indicative of the types of courses that LCRCA may call off from this lot of the DPS. Suppliers who wish to join the DPS do not have to be able to supply all of these courses and may sign up if they provide training that may fall under the heading of this Lot.

3 Pathway to Accelerated Apprenticeships

This lot relates to any of the sector skills specified in all other categories that map to a recognised apprenticeship, designed to support learners to progress to an accelerated apprenticeship at either the same level or higher. Further guidance for providers looking to supply this type of Skills Bootcamp will be provided at call-off.

4 Construction

This lot relates to courses providing skills to enable learners to start or further develop a career in the construction industry. These could include, but are not exclusive to, areas of: • Construction Management • Construction Trades • Construction Retrofit Please note, this list of courses is indicative of the types of courses that LCRCA may call off from this lot of the DPS. Suppliers who wish to join the DPS do not have to be able to supply all of these courses and may sign up if they provide training that may fall under the heading of this Lot.

5 Green Skills

This lot relates to skills that directly meet the needs of the green economy; the Skills Bootcamp must fall into one of the Prioritised Green Sectors as set out below; • Green Power • Green Construction & Buildings • Green Transport • Green Protection of Natural Resources • Green Business & Industry ‘Direct Green’ skills are skills that are specific to a Prioritised Green Sector or role within that sector. Green Skills Bootcamps must clearly demonstrate how they i) deliver skills that meet the Green Skills definition, ii) deliver skills relevant to a Prioritised Green Sector, and iii) deliver skills that are ‘Direct Green’. Please note, this list of courses is indicative of the types of courses that LCRCA may call off from this lot of the DPS. Suppliers who wish to join the DPS do not have to be able to supply all of these courses and may sign up if they provide training that may fall under the heading of this Lot.

6 Logistics (HGV driving)

This lot relates to the delivery of training to achieve a licence for Cat C or Cat E and additional qualifications for specific requirements e.g. Tankers. These could include, but are not exclusive to, areas of: • Novice to Cat C • Novice to Cat C and Cat C+E • Cat C to Cat C+E • Additional Qualification in ADR Packages • Additional Qualification in ADR Packages and ADR Tankers Please note, this list of courses is indicative of the types of courses that LCRCA may call off from this lot of the DPS. Suppliers who wish to join the DPS do not have to be able to supply all of these courses and may sign up if they provide training that may fall under the heading of this Lot.

Other Information

The DPS will be open until 31 May 2027 and Suppliers can submit their application to the DPS at any stage during this period. Following the first closing date for applications, the submissions will be opened monthly, please see the Procurement documents for further information. Once the DPS has been activated, the Specification for any Call-Off Contract will be advertised individually as mini competitions to the Training Provider’s appointed to the DPS for the Lot that the LCRCA wishes to call-off. Should a provider who is registered on the DPS approach us with a compliant training course that has been developed with an LCR employer we reserve the right to make a direct award to that provider.
