Call off Contract from Homes England Framework for Multi-Disciplinary Consultant leading on engineering, infrastructure, and transport to support the planning application including the following: - Advice and Strategy - Undertaking Surveys including topographic survey, ground investigations and traffic surveys. - Preparation of Planning Application including transport modelling and transport assessement. - Supporting Post Application Period including revision of documents - Meetings & Workshops with Client, Local Planning Authoirty and Stakeholders including the Highway Authority - Transport Modelling For Ebbsfleet Central Project, which is to design a new masterplan and prepare and submit an outline planning application for a mixed use development within Ebbsfleet Garden City.

72(1) C allows for modifications to made if brought about by circumstances which a diligent contracting authority could not have foreseen. Ebbsfleet Development Corporation undertook significant due diligence prior to contracting this supplier and there was no evidence that Natural England were considering a Site of Special Scientific Interest designation during the procurement of the services and this is therefore considered to be an unforeseeable circumstance.
