Description

NHS SBS has put in place a Framework Agreement for the provision of Healthcare Planning, Construction Consultancy and Ancillary Services to be used by NHS SBS Approved Organisations. NHS Shared Business Services (NHS SBS) acts in an agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the HPCCAS Framework. 1 Architectural Services

Lot 1 - This Lot provides architectural design, technical consultancy, and engineering for construction projects across all RIBA work plan stages. Users may appoint an architect-led multidisciplinary project team via this Lot. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

2 Project Management

Lot 2 - This Lot provides project and programme manager expertise including review of capital plan, creation of project brief and project management plan. Services include the managing the delivery of contracts for works, services and goods in conjunction with the agreed project management plan and/or programme management plan. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

3 Civil and Structural Engineering

Lot 3 - This Lot provides detailed design, specification, technical consultancy, and engineering regarding structural options based upon initial brief, including outline design schematics, staging and programme advice, buildability, and maintenance issues. There is also provision for site investigation, topographical surveys, testing and input into value engineering studies, optioneering studies and/or life cycle cost studies. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

4 Quantity Surveyor

Lot 4 - This Lot provides on-going cost and contract advice for construction projects, including preparation of cost estimates to support capital planning and business planning activities, cost advice to support value engineering studies, risk management advice, preparation and maintenance of cost plans, provision of contractual advice in relation to procurement strategy and tender documents and (where requested) preparing the same, preparation of commercial final accounts for works and agreeing upon value of outstanding snagging items and the provision of all contract deliverables before recommending final payment. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

5 Mechanical, Electrical and Public Health (MEP)

Lot 5 - This Lot provides detailed design schematic drawings, specification and detailing of mechanical, electrical and public health services including thermal and/or performance modelling (for example CFD modelling or energy usage simulations) of the proposed works. MEP technical advisory services for energy supply (electricity, gas, renewables), heating, ventilation, water, drainage and plumbing, daylighting, artificial lighting, refrigeration, lifts, communications, networking and security and alarm systems also fall within scope of this Lot. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification

6 Principal Designer Services

Lot 6 - This Lot provides advice and support in respect of the Construction (Design and Management) Regulations 2015 (CDM 2015). This includes planning, managing, monitoring, and coordinating health and safety in the pre-construction phase, preparation of a pre-construction information pack, working with designers on the project to eliminate or mitigate foreseeable health and safety risks and ensuring that everyone involved in the pre-construction phase communicates and cooperates, coordinating their work. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

7 Multidisciplinary Services

Lot 7 - This Lot provides the option to appoint a multidisciplinary team using the following disciplines as a minimum: project manager, quantity surveyor, architect, civil and structural engineers, mechanical, electrical, and public health and principal designer. The Approved Organisation will be able to tailor the scope of services to suit their project. The supplier will act as lead on the project and manage all other disciplines. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

8 Building Surveyors

Lot 8 - This Lot provides building surveyor services in accordance with RICS professional standards and competencies including undertaking general building condition surveys and preparing reports, undertaking structural surveys and preparing specifications, providing whole life cost considerations, advice on the conservation of historic buildings, assistance with planning applications and advising on property legislation and building regulations and assistance with design and regulations on access to the needs of people with disabilities. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification

9 Healthcare Planning

Lot 9 - This Lot provides services to support healthcare teams on projects of all scales in the planning of future healthcare resource requirements including healthcare facilities and clinical sites. Advising on best practice in key services objectives, clinical strategy and design and policies, ensuring optimum use of healthcare sites. This includes advising on all relevant healthcare planning matters. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

10 Net Zero, Environmental Consultancy and Sustainability

Lot 10 - This Lot provides Net Zero, Energy and Efficiency and Carbon Management Services to provide support in achieving Net Zero carbon emissions. Review of current position in relation to Net Zero and provision of solutions to achieve the Net Zero target, the building and/or implement a carbon neutral strategy, Net Zero certifications, assistance in reduction of scope 1,2 and 3 emissions, measuring and analysing carbon emissions, advice on low carbon and net zero design, and energy audits, surveys, and reports. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification

11 Ancillary Services

Lot 11 - This Lot provides a route for users to procure additional construction advisory services in accordance with professional standards and competencies that may not be specifically covered under the other Lots. Core services include the provision of Six Facet Surveys, Town Planning, Business Case Authoring, Estates Strategy, preparing and issuing tender documentation, NEC Supervisor, and clerks of works duties. Further examples of ancillary services are included within the Specification for reference. Appointed suppliers will deliver all the mandatory requirements as detailed in the Specification.

Other Information

The HPCCAS Framework commenced on 14 August 2023 for a fixed 4 year term and will expire on 13 August 2027. The HPCCAS Framework was procured using the restricted procedure. The values provided in this Contract Award Notice are estimates based on current spend, growth over the lifecycle of the previous framework and the potential usage of the framework as a route to market for Approved Organisations. NHS SBS has not made any guarantee to the successful suppliers on levels of spend. Spend and volumes may vary throughout the life of the Framework Agreement from the anticipated levels given in this notice. Some purchases under this Framework Agreement may have requirements that can be met under this Framework Agreement but the purchase of which may be exempt from the Procurement Regulations. In such cases, Call-off Contracts from this Framework will be unregulated purchases for the purposes of the Procurement Regulations, and Approved Organisations may, at their discretion, modify the terms and conditions of any Call-off Contracts to reflect that Approved Organisation's specific needs.
