Description

Aspire Housing Limited (Aspire) and Durata Developments Limited (Company number 11256769) (part of Aspire) and are seeking to procure a panel of Development Consultants to support them in delivering their development programme. Consultants that meet the criteria will be appointed to this Dynamic Purchasing System (DPS) and may subsequently be invited to bid for work by Durata (including Aspire). This procurement exercise is inviting applications from all interested consultants who meet the criteria set out in this document.

Lot Division

1 1. Architects

Aspire will require Architects services to support the design, planning, and construction of buildings and structures. Services include:• Needs Assessment• Design Concept and Planning• Affordable Design Solutions• Accessibility and Universal Design• Sustainable and Energy Efficient design• Community Engagement• Regulatory Compliance• Construction Documentation and AdministrationArchitects will need to collaborate closely with social housing agencies, urban planners, engineers, contractors, and other professionals to ensure the successful implementation of social housing projects that meet the needs of the community while providing safe, affordable, and sustainable housing solutions.

2 2. Construction, Design & Management (CDM) Consultant

A CDM (construction, design and management) consultant plays a central role in any construction project. They provide the client or principal designer with sound competent advice on construction design processes, risk mitigation, best practice health and safety application and current legislation. Services include:• Principal designer

3 3. Clerk of Works

A Clerk of Works will act as an independent representative of Aspire during the construction phase of a project. The Clerk of Works will provide various services to ensure that the construction process adheres to the required standards and specifications. Services include:• Quality Control• With Building Codes regulations• Construction Inspection• Materials and Equipment Inspection• Materials and Equipment Inspection• Workmanship and Quality assurance• Documentation and Reporting• Problem Resolution• Progress Monitoring• Final Inspection and Handover

4 4. Employers Agent

Employers Agent services to include the provision of project management and administrative support on behalf of Aspire Housing throughout the entire project lifecycle. Services include:• Project Initiation• Design Coordination• Cost Management• Purchasers Agent• Contract Administration• Handover and Project ClosureAspire will be looking for Employers Agents who can help streamline the project delivery process, ensure effective project management, and enable the successful completion of projects, meeting Aspire’s objectives within budget and schedule constraints.

An ecological consultant will provide Aspire with advice on the environmental impact of development projects or land management practices. Their role will be to help Aspire understand and minimise the ecological effects of activities while ensuring compliance with environmental regulations and conservation objectives. Aspire requires fire safety management consultants to ensure the safety and compliance of social housing construction projects with fire safety regulations and standards. We require you to provide expertise and guidance throughout the project lifecycle to mitigate fire risks and ensure adequate fire protection measures are in place. Aspire requires mechanical and electrical services related to the systems and components related to heating, ventilation, air conditioning, plumbing, electrical power, and lightings. Service Providers will assist Aspire with ensuring the provision of essential utilities, comfort, and safety for residents. 11 11. Building Surveyors (including Quantity/Soil/Asbestos/Topographical/Party Wall/Building/Right to Light)

A construction surveyor inspects and measures land parcels under consideration for various construction projects. A person trained in this field will collect information on land characteristics, including size, elevations, boundaries and curves of the land plot. They map the land and compose reports assessing the ways in which certain building plans could make use of the space, and identifying any problems with topography, soil density, or other land-specific issues. Aspire will require Geoenvironmental specialists to provide a range of services relating to the assessment, management, and remediation of the geology and environmental aspects of a site. 13 13. Sustainability & Environmental Services

A sustainability consultant focuses on energy use, legal assessments, materials and waste and compliance with environmental legislation. They will support Aspire in carrying out research and perform ecological impact assessment to measure how well Aspire performs in terms of: Carbon footprint. Energy performance. This could involve looking at: materials used, and the waste produced, including pollutants and noise. management of energy, water, air and land.

Aspire will require traffic consultant services to assess and manage projects by assessing and managing transportation and traffic-related aspects. Primary focus will be on ensuring safe and efficient access to and from the site, minimising the impact of construction activities on local traffic, and promoting sustainable transportation options. Valuation consultants will provide expertise in assessing the value of properties or developments. Aspire will require topographical services to provide detailed information about the physical characteristics and features of a site. Aspire will require flood drainage consultants to assess and manage flood risk and drainage issues. Their primary objective will be to ensure that the construction site and surrounding areas are appropriately designed and equipped to handle and mitigate flood events. Aspire will require air quality assessor services to assess and manage the potential impact of construction activities on air quality. Their primary objective will be to ensure the construction site and surrounding areas maintain acceptable air quality levels to protect the health and well-being of workers, residents, and the surrounding community. 19 19. Acoustic Engineers

Acoustics engineers will assist Aspire to design, assess, manage and control sound and vibrations in the built environment. They might provide consultancy for the design or assessment of acoustics in Aspire homes or the workplace, the outdoor environment and so on.

20 20. Asset Management

Aspire may have need of asset management consultants are asset and facility management professionals who offer a wide variety of services to help organizations such as Aspire at every step, including needs analysis, vetting vendors, implementation, and onboarding.

21 21. BIM Consultants

A BIM Consultant is there to coordinate and manage the BIM (Building Information Modelling) process, to inform and guide project designers, the developer, and the construction firm in the implementation of BIM and to facilitate collaborative working between all parties.

22 22. Catering Consultants

Catering consultants work with Aspire to ensure our catering operations yield maximum value and minimum cost. They support Aspire through the end-to-end tender process, answering queries, addressing company-specific requirements, and ensuring everything runs smoothly.

23 23. Building Control Officer

Building Control Officer services will assist Aspire in ensuring construction work complies with building regulations and standards. Service providers will be responsible for overseeing and inspecting the construction process to ensure compliance with safety, accessibility, and energy efficiency requirements. Services include:• Plan Review and Approval• Building Regulation Compliance• Technical Advice and Consultation• Site Inspections

24 24. Interior Designer

Interior designers will assist Aspire plan and design building interiors. This might include; offices, hotels, restaurant spaces, retail spaces, hospitality, healthcare, and so on. It may involve interiors for new buildings, or the redevelopment of existing spaces.

25 25. Landscape design

Landscape architects (or landscape designers) plan, design and manage open spaces and aim to provide aesthetically pleasing urban and rural environments. They can work on a variety of projects from designing parks and green space, to gardens and sports sites or improving construction sites.

26 26. Lift Consultancy

A lift consultant will support Aspire in the planning and installation of a new lift, modernise an existing lift or simply manage the day to day operation of a lift portfolio. They aid and advice on issues from planning and design to maintenance and legal responsibilities.

27 27. Risk Management and Governance

Risk managers will work with Aspire to identify and assess possible threats to construction projects. They will need to consider financial, legal, environmental and reputational risks, plus risks to the workforce and organisation they work for. They work closely with project managers, health and safety teams, human resources, and legal teams.

28 28. Stock Condition

A Stock Condition consultant undertakes property and asset survey work, extending from individual premises surveys through to large volume survey programmes including Decent Homes, SHQS, HHSRS, EESSH, Defects Audits and Commercial Portfolio Assessment.

29 29. Right to Light

Aspire will require a right to light service provider to assess and manage the potential impact of neighbouring buildings on natural light access for the proposed development. Services include:• Right to Light Assessments• Compliance with Legal Requirements• Mitigation Strategies• Negotiations and Mediation• Expert Testimony and Documentation• Liaison with Local Authorities

30 30. Party Wall

Party Wall - The Party Wall etc. Act 1996 provides the legal basis for the prevention and resolution of disputes in relation to party walls, boundary walls and excavations near neighbouring buildings.A party wall surveyor provides a specialist role in resolving disputes between neighbours under the Act. Party wall surveyors have a duty to the Act rather than to the individuals appointing them and they resolve matters in dispute in a fair and practical way.

31 31. Heritage

Aspire will require Heritage Services to assess, preserve and manage the historical and cultural heritage aspects of the project. Their primary objective will be to ensure that the construction activities consider and protect the heritage value of the site and surrounding areas. Aspire requires Arboriculturist services including the assessment, management, and preservation of trees and other woody vegetation within and around construction sites. The primary objective of arboriculturist services will be to ensure all construction activities are carried out in a way that minimises negative impacts on trees and their surrounding ecosystems. Aspire requires passive fire protection services which will help minimise the spread of fire within buildings, ensuring the safety of occupants and the protection of property. This Lot focusses on constructing buildings and using materials in ways that inherently slow down the progression of fire, limiting its potential damage.
