Description

The scope of this requirement is to enable 3rd and 4th Line support to the deployed PMR at the below locations. Cyprus Operational Emergency Radio System (COERS) The COERS PMR system is the main cross-domain on-island radio between the nine interlinked repeater sites throughout the Eastern Sovereign Base Area (ESBA) and the Western Sovereign Base Area (WSBA). This Digital Mobile Radio (DMR) solution provides British Forces Cyprus with one wide area communications network across both the Land domain and Airside at security classification "Official" and was installed during 2014 and received a technical refresh in 2018. In total there are 694 non ATEX handsets, 144 ATEX handsets, 345 desktop fits, 125 vehicle fits, 5 motorbike fits and spares deployed/held in Cyprus. Gibraltar Integrated Mobile Radio Network (GIMRN) The GIMRN PMR system is an island wide Tetra system, capable of connecting to the Gibraltar Government Tetra system in the case of an emergency incident occurring and is used by the military and blue light services, including the Gibraltar Defence Police. The system has 4 interlinked repeater sites. The radio system supports Royal Navy vessels as they patrol British Gibraltarian Territorial waters (BGTW), the Gibraltar Regiment and blue light users for their peninsula activities, including the Gibraltar Defence Police and was installed during 2014 and received a technical refresh in 2019. In total there are 220 non-ATEX handsets, 25 ATEX handsets, 22 desktops, 18 vehicle fits, and 11 boat fits and spares deployed/held in Gibraltar. This contract will support one health check each in Cyprus and Gibraltar and one encryption change in Cyprus. Any other tasks will be supported via the TAF system agreed with J6 leads in country. The key requirements from the winning Bidder/Supplier will be: • To assume responsibility for ensuring compliance with policies and standards, encompassing: (1) Security, (2) Legislation, (3) Strategy, (4) Information, and (5) Innovation. • The Supplier of PMR/DMR services is to be able to provide standalone PMR/DMR systems and support in Cyprus and Gibraltar. • The Supplier should have the ability to deliver and maintain a central technical capability to enable requests for quotations or equipment orders for the following: (1) Site surveys for repeaters. (2) Trials. (3) Engineering telephone support pre and post installation. (4) Requirement analysis. (5) Engineering solution options and project management for repeaters. (6) Frequency allocation support. (7) Technical advice.
