Description

The North Eastern Universities Purchasing Consortia (NEUPC) is acting as the lead party in the re-tender to create a Framework for Window, High Level and Grounds Cleaning Services for the Higher Education Sector. The HE Sector require cleaning services for 2 specific specialisms: Lot 1 Window and High Level Cleaning Lot 2 Grounds Cleaning A separate tender return must be submitted for each Lot bid for. (ii)all current and future Participating Consortia and Members who currently, and may in the future, fall outside of the legal definition of "bodies governed by public law" for the purposes of The Public Contracts Regulations 2015.

Lot Division

1 Window and High Level Cleaning
  • Value: £6M

Cleaning of both sides of external and/or internal windows, including but not limited to: •Outside window ledges •Window and door frames •Leaded and stained glass •Light wells, •Roof lights, •External and internal doors and screens, •Glazed curtain walling, •Plate glass stairways, •Infill panels to external facades •External canopy roofs and projections •Conservatories and outbuildings •Internal glazed partitions and panels •Doors including glazed panels •Separating screens to all corridors and laboratories. •Transform lights •Reception/atrium areas (as detailed) •Link bridges •Specialist window cleaning services (eg, abseiling) High-level cleaning, including but not limited to: •Internal steel joist cleaning (eg in large arenas/sports facilities) •Solar panels •Signs •CCTV cameras •Gutter cleaning/rainwater services •Rooftops •Cladding cleaning •Removal of bird guano from outside window ledges and surfaces •Pigeon proofing It is accepted that not all Bidders may be able to offer all these services. Ideally Bidders will be able to support several different cleaning methods, and must be able to provide all access equipment necessary to complete the service to the maximum range of buildings dependent on Member's requirements, eg including but not limited to abseiling, pole washing, ladders, cradles and scaffolding.

2 Grounds Cleaning
  • Value: £2M

Grounds cleaning, including but not limited to: •Power hosing / jet washing external areas •Graffiti cleaning •Bus/smoking/bike shelters It is accepted that not all Bidders may be able to offer all these services. Ideally Bidders will be able to support several different cleaning methods, and must be able to provide all access equipment necessary, to complete the service to the maximum range of areas dependent on Member's requirements.

Renewal Options

The agreement will be reviewed and a decision taken on renewal before the expiry date

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement. … NEUPC recognises that some of its Member Institutions are currently, and may in the future, fall outside of the legal definition of a "body governed by public law" for the purposes of the public procurement regime. Whilst each Member Institution should take its own legal and commercial advice as to the suitability or otherwise of a framework agreement, NEUPC does not impose any additional restrictions on use of its framework agreements by such Member Institutions. This agreement will be open to members and their partners regardless of whether or not they are to be defined as contracting authorities for the purpose of the PCR 2015. It is possible that some of the future call off contracts under this framework may be part funded from external streams, including European Union (EU) funding (eg ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants.
