Description

This procurement is a re-opening of competition for the pre-existing Framework Agreement SBS10203 Insourcing of Clinical Support Services which is being conducted under the Light Touch Regime ('LTR') and is therefore subject to limited regulation. It will be conducted in accordance with regulations 74 to 76 of PCR 2015. Suppliers currently awarded to the pre-existing Framework Agreement do not need to re-apply, should a currently awarded supplier bid for this opportunity their bid will be rejected. This does not affect the standing of currently awarded suppliers. NHS Shared Business Services act in an Agency capacity for and on behalf of its customers (Approved Organisations) - existing and new. These comprise of NHS and Social Care organisations (whether acting individually, or on behalf of, or together as members of any consortia) along with any other public or private sector bodies which NHS SBS authorises to use the resulting Framework. NHS Shared Business Services Limited (NHS SBS) has put in place a Framework Agreement for the provision of Insourcing of Clinical Support Services and related Goods and Services for Healthcare to be used by NHS SBS Approved Organisations. Total Quantity or Scope

The framework provides a route to market for Approved Organisations to procure additional clinical capacity using a third-party provider. The Insourcing model can be used by NHS Trusts to assist in the reduction of patient waiting lists, by utilising the Trusts sites during out-of-hours' time periods such as evenings and weekends. Bidders must deliver all mandatory requirements as detailed in the Specification section of the Framework Agreement. There are additional Selection Qualification (SQ), Award Questionnaire (AQ) requirements, and Bidder Declarations applicable, and Bidders are asked to respond to these also. Where the Bidder does not score a minimum of 65% in total (AQ and Price combined) the Authority shall exclude the submission from being appointed to the framework.

Other Information

The award of the framework agreement was conducted under the Light Touch Regime ('LTR'). This was conducted in accordance with regulations 74 to 77 of The Public Contracts Regulations 2015 (PCR 2015). Competition may be re-opened under the light touch regime at specific points during the terms should it be deemed appropriate or should there be sufficient new entrants into the marketplace. New Entrants will only be awarded contracts for the remaining term of the Framework Agreement. Pursuant to the original Contract Notice, NHS Shared Business Services intends to re-open competition in accordance with the Framework Agreement rules. The value provided is only an estimate and is based upon the National Elective Recovery budget published by NHS England and by using an average contractual value across all procurements under the previous iteration of the Insourcing of Clinical Support Services framework agreement. NHS SBS cannot guarantee to successful Suppliers any business through this Framework Agreement. Spend and volumes may vary throughout the life of the Framework Agreement from the anticipated levels given in this notice.
