Description
Cumberland Council (the Council) Waste Service team has responsibility for managing and monitoring thirty five (35) closed landfill sites (Sites) spread across both Cumberland Council and Westmorland and Furness (the Councils). Twenty Seven (27) of those landfills are classified as non-permitted with the remaining eight (8) classified as permitted landfill sites. All sites are subject to Environment Agency regulatory compliance under the Contaminated Land (England) (Amendment) Regulations 2012. Sites that hold an Environmental Permit (Permitted Sites) are also subject to the Environmental Permitting Regulations (England and Wales) Regulations 2016 and the European Union (Withdrawal) Act 2018. A contract of three (3) years (from 1st April 2024) is to be procured to manage and maintain these sites. The Contract shall be divided into two separate Lots (determined by authorities borders) and will cover four (4) areas of activity: Environmental monitoring of landfill gas emissions; quality of controlled waters; and leachate treatment, quality and migrations within the Sites and adjoining land within 250 meters of the boundary of the Site; and routine and non-routine maintenance. Details of current expenditure are indicative only and the Council does not guarantee any spend against this Contract.
Lot Division
1 | Cumberland Sites The Service Provider will be responsible for the management and maintenance of the Sites detailed below and in the tender documents. The Service Provider shall provide the following services in respect of all thirty five (35) existing Sites as detailed within Schedule 13.a: i) routine maintenance; ii) reactive (non-routine) maintenance: iii) environmental monitoring; iv) electricity and waste management; v) leachate treatment and disposal; and vi) emergency response. 2.3 Schedule 13.b identifies on a map of the name and location of each Site and location within the authorities of Cumberland Council. Whilst the Contract will incorporate the maintenance and monitoring of all Sites, split between the Councils of Cumberland Council, and Westmorland and Furness Council; the level of maintenance and monitoring required is dependent on whether the Site is owned by the Councils or leased from the site owner and the type of material previously disposed of at the Site. |
