Description

The contract for Harrow Association of Disabled People references two areas of work: • Hearing Aid Maintenance Contract • Advocacy and Support Services for disabled people (MH and LD) Harrow Association of Disabled People (HAD) is led by, and works for, disabled people; their aim is to promote equality of opportunity for disabled people as a right, not a privilege. The ICB would like to issue a short-term direct award for period of 6 months. This will allow time for review and understanding of where the service sits as part of the wider commissioning strategy and approach to ensuring common and equitable services in each of the ICB boroughs. The award is being made to the existing provider of the service Harrow Association of Disabled People, as per Provider Selection Regime, Direct Award Process C.

Total Quantity or Scope

For a period of 6 months at a value of £26,840. The existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard and has been assessed against the five key criteria as such such. NWL ICB (Harrow) has a contract with HAD for two services that reduce health inequalities for disabled people. The Hearing Aid Service provides: • Advocacy for service users with multiple impairments in Harrow. • Instruction to users in how their hearing aids work and how to use and maintain them • Training to the hearing aid wearer and their family, friends, carers and support workers in how to communicate effectively with someone who has hearing loss. • A maintenance service that provides a minor repair and maintenance service that saves time with GP's, audiologists and hospitals. Advocacy and Support: • Teaching basic British Sign Language via social media • Teaching Deaf clients how to use Social Media to reduce isolation • An equipment bank which allows people to see what equipment is available and let them try it to see if it benefits them. • Disability Advocacy support for 55 users per year who have multiple impairments or disabilities. This includes, support for mental capacity assessment, people with a learning disability and mental health issues needing access health, adult social services and housing in Harrow. Wheelchair users and those with other individual issues of equality and protection (Disabilities Discrimination Act). Advocacy referrals can be for any issue but most commonly cover: • Training professionals in disability issues • Lack of access to health and services not meeting their needs • Family or other service disputes • Disability discrimination • Advocacy case work (Continuing Care Reviews; Complaints about health services / access to health services • Assistance with self advocacy • Signposting, guidance and support Self-assertiveness training This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 15th April 2024.
