Total Quantity or Scope

Establishment of a call-off framework with single contractor that will provide MMO with access to global satellite imagery and, if required, the subsequent analysis and interpretation of this imagery over up to 14 United Kingdom Overseas Territories (UKOTs) and 9 ODA-eligible partner countries to tackle:1) Illegal, unreported and unregulated fishing (this is the primary use),2) Marine Protected Area (MPA) monitoring,3) Merchant vessel traffic movements,4) Pollution monitoring.Survey imagery to cover UKOT maritime area being from coastline extending out up to 200 nautical miles and in the adjacent high seas (typically within 100-400nm of the boundary).Such surveillance requires the capability to obtain, process and analyse satellite imagery and cross reference it with Automatic Information System (AIS) data. This gives a complete picture capturing activity on AIS and dark vessels (those that do not broadcast an AIS signal). Specialist skills and capabilities are required to do this, some of which can be provided from within the MMO and some which require external procurement.Contract value capped at maximum of £1,500,000 for first two years.
