Description

This procurement event relates to procurement of switchgear and associated equipment and services. National Grid (NG) are seeking to procure the nominated equipment and for certain lots, options and opportunities to cover aligned installation, testing, commissioning and maintenance activities. NG is seeking to appoint suppliers with capacity and capability to deliver switchgear and associated equipment and services. This procurement has been broken down into lots to best reflect the spread of capacity and capability in the market. NG typically has several projects requiring switchgear equipment which can vary in location / site type. The contractual arrangement will comprise of UK and US framework agreements with call off contracts. The contract principles paper (see VI.3) describes those arrangements at a high level. The estimated total value in II.1.5 includes the US lots, the estimated values of which have been converted from USD to GBP at a rate of £1 = $1.33.

1 GIS Bays & GIL (72kV and above) (UK)
  • Value: £2B

This Lot includes the supply of GIS Bays & GIL (72kV and above) for use in the UK, and associated supplies, services and other activities as applicable. For this lot only due to exceptional circumstances, National Grid requires supply of the non-SF6 gas insulated switchgear (145kV, 300kV and 420kV), as soon as practicable after the framework agreement is established. For that reason, given the exceptional circumstances, National Grid may enter into a contractually binding advance commitment to reserve manufacturing capacity, prior to framework award (and during the course of this procurement process) with eligible persons. Further details are included in the PQQ and the accompanying commitment letter terms (see VI.3).

Renewal Options

At the end of the initial 60-month period, options for extending for a maximum of 36 months in one or more renewal periods. The duration of call-off contracts may be longer than 8 years and may overlap and extend beyond the end of the main framework agreements.

As explained in the most recent periodic indicative notice (see Iv.2.1), the registration process for ARIBA can take up to two weeks, so interested parties that have not already done so should register via this link https://support.ariba.com/item/view/174948 as soon as possible to maximise the response time that is available to them. Suppliers wishing to participate in this procurement process will need to be registered on Ariba and will need to be able to provide an Ariba network ID (ANID). Suppliers must complete and submit the PQQ by the deadline stated at IV.2.2 to be eligible to be shortlisted and invited to tender. The procurement documents that are made available on Ariba include a contract principles paper, which describes the framework agreement terms at a high level. All equipment used on the National Grid (NG) system must be type registered by NG. A lack of type registration does not prevent a supplier from being appointed to a framework but will need to be progressed by the supplier for its equipment to be used. All financial values stated in the notice are indicative and are calculated using current prices with no provision for inflation. All of these values are estimates only and the actual levels of spend will depend on the precise supplies required to be delivered to support NG's projects and other activities, any innovation or technological changes in respect of supplies and associated services and related activities, the means of supply and any related services and other activities, the actual relevant rates of inflation during the contract term and the approach to indexation under the framework agreements and call off contracts that are awarded. All suppliers who pass the PQQ will be shortlisted and issued with the invitation to tender (ITT). The procurement will follow the negotiated procedure and some or all of the shortlisted bidders may be invited to negotiate during the ITT stage. Tenders may be submitted for any lots or for equipment within a lot. NG reserves the right to sub-divide a lot, or to award part of a lot, where a supplier is not able to supply all the equipment within a lot, subject to certain conditions that will be stated in the ITT. There are no restrictions on the number of lots that may be awarded to one supplier. For each lot, the proposed number of framework appointments is not currently confirmed. However, a maximum number (or equivalent basis for determining the final number of awards) for each lot will be stated in the ITT and this will remain subject to receiving a sufficient number of compliant tenders. The number will be based on ensuring sufficient coverage for all of NG's equipment needs which is to be confirmed at ITT stage. NG is running two other procurement events related to cables and overhead lines. Where a supplier participates in one or more frameworks within a category, across two categories or all categories, a volume rebate mechanism may apply to cross-category spend. Further details will be included in the ITT. Anyone participating in this procurement process does so at its own risk and shall bear its own costs, whether or not the process proceeds as anticipated or at all. Call off contracts under the framework agreements may be awarded by any member of the NG group for the time being (as the group is defined in the draft framework agreement to be provided with the ITT, which will include both wholly owned and partly owned subsidiaries). In the UK, these NG group companies include but are not limited to the National Grid Electricity Transmission, Distribution and Ventures legal entities and business units. The UK and/or US framework agreements may also be awarded by, or novated to, any such group member. While the lots relating to supply for use in the US are included in this procurement process for completeness, the Utilities Contracts Regulations 2016 do not apply to those lots or to the resulting frameworks, call off contracts or other arrangements.
