Description
The Council has a need to commission a Covid-19 outreach service as the current services available has not proved suitable for everyone in our Kirklees population. We know that outreach testing including home testing, mobile testing for small outbreaks and surveillance testing in care homes and other community settings is required to bridge this gap. Without the Covid-19 outreach testing service there is no provision for outreach testing.
Total Quantity or Scope
A flexible service responsive to local need will be crucial in our local response to outbreak management. A locally commissioned Covid-19 outreach testing service will be required to provide: (a) home testing service (for those unable to attend a drive through mobile testing unit); (b) mobile testing for outbreak response (small); (c) surveillance testing in care homes and other community settings; (d) asymptomatic testing as and when needed.

Legal Justification
In line with the PPN01/20, there are genuine reasons on the grounds of extreme urgency to directly award a contract to commission the Covid-19 outreach testing service due to the closure of one of the Kirklees Satellite Testing provision (Perseverance House, St Andrews Road). Pillar 2’ testing (community testing) has a great deal of capacity for people with symptoms to get tested at the drive through mobile testing units run by private providers, or to order a home test via the National NHS Test and Trace Programme. However, this has not proved suitable for everyone in our Kirklees population.
