Description

UK Shared Business Services Ltd (UK SBS) on behalf of UK Research and Innovation (UKRI), wishes to establish a contract for the supply of the loki sample area cave power-operated door and roof as per the specification below and attached within the supporting Appendix to this document. UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as may be amended from time to time) (the ‘Regulations’). This is a supplies and services contract being procured under the Open OJEU Procedure regulations.

Total Quantity or Scope

This RFP sets out details of the contract and expectations of any successful supplier. … UKRI-STFC have a requirement for the supply and install of a power operated door and roof system that will be delivered and installed at the European Spallation Source (ESS) in Lund, Sweden. The document and the supporting Appendix outline the requirements for the supply of the loki sample area cave power-operated door and roof. The translating door will have a mass of approximately 10 500 kg. The roof will have a mass of approximately 11 000 kg. The door and roof must provide radiation shielding – the material configuration of these will be provided by the Science and Technology Facilities Council (STFC). LoKI is an advanced Small Angle Neutron Scattering (SANS) instrument being built at ESS. The loki instrument project is an ISIS in-kind project for the ESS facility involving ESS and UK Research and Innovation (UKRI). This contract will be awarded based on the evaluation criteria set out in the RFP document. This RFP sets out details of the Contract and expectations of any successful supplier. This contract will be awarded to a sole supplier. The estimated start date of the contract is 28 October 2020 and the contract end date is 31 March 2022 See section I.3 for access to procurement documentation. The Contracting Authority expressly reserves the right: (i) not to award any contract as a result of the procurement process commenced by publication of this notice; and (ii) to make whatever changes it may see fit to the content and structure of the procurement; and in no circumstances will the Contracting Authority be liable for any costs incurred by the candidates. If the contracting Authority decides to enter into a contract with the successful supplier, this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to contract award is accordingly a matter solely for the commercial judgement of Bidders.
