Supporting Welsh Government's 'Stay Safe, Safe Learning’ campaign and specifically assisting digitally excluded learners across Wales, which has been exasperated by the COVID-19 outbreak.
Total Quantity or Scope
Caerphilly CBC in conjunction with Welsh Government led on a procurement to establish cost effective arrangements with mobile data carriers to allow connectivity via Mifi devices and data access via associated tariffs for those digitally excluded leaners as identified by each local authority. In addition purchase software licences in order to turn slow, aging legacy hardware into fast, secure Chrome devices and immediately pass on to those learners.

Legal Justification
There was a need to respond to the COVID-19 consequences immediately because of a loss of existing provision at short notice; The need to react to a situation that is a genuine emergency, not planning for one. The COVID-19 situation is so novel that the consequences are not something you should have predicted. It was impossible to comply with the usual timescales in the PCRs. There was no time to run an accelerated procurement under the open or restricted procedures or competitive procedures with negotiation;There was no time to place a call off contract under an existing commercial agreement such as a framework or dynamic purchasing system.The situation is not attributable to the contracting authority, Caerphilly CBC did not do anything to cause or contribute to the need for extreme urgency.
