Description

Highways England is the government company charged with operating, maintaining and improving England's strategic road network. The Lower Thames Crossing (LTC) is a proposed new road connecting Kent, Thurrock and Essex through tunnels underneath the River Thames. The Programme will relieve the congested Dartford Crossing and approach roads and improve their performance by providing sufficient north-south road capacity. On the south side of the River Thames, the new road will link the tunnel to the A2 and M2 in Kent. On the north side, it will link to the A13 and junction 29 of the M25 in the London Borough of Havering. There are three Main Works contracts in this Programme. This procurement is for the Roads North of the Thames Contract and Kent Roads Contract, which will interface with the Tunnels and Approaches Contract. This procurement is for the design and build of the following two lots which will be procured under a Competitive Procedure with Negotiation. The contracts will be based on the NEC4 Engineering and Construction Contract (ECC) form of contract. Each lot will consist of a two-stage contract approach; Stage One will involve development of the design, methodologies and price, followed by detailed design and construction in Stage Two. The scope for each lot is as follows: Lot 1: Kent Roads The contract is a design and build contract for part of the Project route connecting the A2/M2 Corridor via a multi-level free flowing complex junction to 1km south of the tunnel's southern portal. There are significant online works including the realignment and widening of the existing A2 and the construction of the Gravesend East Junction upgrade. The contract works comprise an A2 bridge over the LTC link, 2 viaducts, and numerous other bridge and retaining wall structures. The contract also includes the design, demolition and construction of a replacement green bridge for Brewers Road and Thong Lane over the A2 and a new green bridge over the new LTC alignment on Thong Lane. This contract includes significant diversion of key UK critical utilities, early archaeological investigation works and the relocation and management of the seasonal environmental works. Lot 2: Roads North of the Thames The contract is a design and build contract for part of the Project route that takes the project from 1km north of the tunnel's northern portal and continues for 12.7km though predominantly green field site to LTC's junction with the M25, the route includes 5km of online works between the junction with M25 and completes just north of M25 J29. The route is dual 3 lanes from the tunnel to the A13 interchange, a three level and between the A13 and M25 the route is 3 lanes northbound and 2 lanes southbound where it crosses under M25 via a box jack structure. Other significant features of the route are where it crosses the Tilbury loop line and A1089, a new multi-level junction connecting the route with the A13 near Orsett and a viaduct at the Mardyke river through Orsett Fen.

The end date stated at II.2.7 of this notice takes into account a five year landscape maintenance and aftercare contract from the handover. The estimated value of this procurement of £1,900,000,000 is based on the total amount currently estimated to be payable by HE for both Lot 1 and Lot 2. This reflects the sum of HE's current estimate of the expected combined contract values and an estimate of other payments that may be payable by HE under the terms of the contract, dependent upon risks arising during performance of the contract.
