Legal Justification
The Covid-19 outbreak has given rise to an urgent need for the supply of Lipids because of an urgent need to respond and develop a vaccine. This does not give CPI sufficient time to comply with the standard open procedure timescales for this procurement. CPI considers this to be a state of urgency which it has duly substantiated. Accordingly, CPI is using the accelerated time limits permitted under the Public Contract Regulations 2015 (Regulation 27(5) for the open procedure) in respect of this procurement.

As an indicator of the lipids required please see Lot 1 and Lot 2 .A table is provided containing typical lipids that have been or will be used by CPI. CPI are wanting to establish a relationship with suppliers who can cover a wide range of lipid supply. As an indicator of the lipids required please see Lot 1 and Lot 2. A table is provided containing typical lipids that have been or will be used by CPI. CPI are wanting to establish a relationship with suppliers who can cover a wide range of Lipid supply, so bids will not be automatically rejected if you cannot provide all of the lipids below. Please note that respondents can bid for Lot 1 or Lot 2 materials or materials in both lots. Upon successful award, the requirements of this Tender can be procured by any department, branch, division, business unit, site, subsidiary or any other legal entity of CPI, against any existing or future project and/or order, whether or not it is part funded by the European Regional Development Fund (ERDF) Competitive Programme 2014-2020, or any subsequent replacement Competitive Programme.
