Description
NHS Wales Shared Services Partnership (NWSSP), in Collaboration with the National Collaborative Commissioning Unit (NCCU) will be undertaking a new procurement on behalf of Local Health Boards in Wales and the contracting authority for the Isle of Man to renew the National Collaborative Framework agreement for Adult Mental Health / Learning Disability Hospitals and Child and Adolescent Mental Health Services. The adult and CAMHS service provision is currently delivered via two separate Framework Agreements; the contracting authority intends to merge the two agreements to allow for a standardised and more efficient approach across Wales. The primary objectives of this procurement are: - Developing and establishing a framework consisting of suitably qualified, financially robust Service Providers to meet quality, service and cost criteria. - Ensuring consistent high-quality Service provision and improved patient outcomes are achieved and maintained. - Establishing key performance indicators, performance monitoring/outcome measures, access to management information, provision of clear and consistent patient level data. - Applying patient focussed outcomes in accordance with Mental Health (Wales) Measure 2010. - Improving community safety and reduction of risk, ensuring absolute compliance with legal requirements applicable to patients / patient rights - Establishing standard contract terms/conditions and a transparent pricing framework Please note: This is a call for competition. Interested operators must inform the contracting authority of their interest in the contract in writing. The contract will be awarded without publication of a further call for competition.

Legal Justification
As this procurement falls under the Light Touch Regime, thisallows a degree of flexibility to go beyond the PCR 2015 requirement of a maximum 4 years for a standard Framework Agreement.

When The framework has been awarded it will remain open to allow periodic refreshes as detailed below.
