Description
Company provides a causal analysis platform (the ‘System’) which consists of technology hosted on Company's servers and accessed remotely (via 'the cloud'). Company also provides professional services related to implementation, installation, and customisation of the System. The parties have agreed that Company will provide the System to Customer, as well as such professional services as the parties may agree, now and pursuant to future statements of work.

Legal Justification
A specific and highly technical piece of work is now required to be delivered and reported to senior stakeholders across Government to identify the causal drivers of vaccine hesitancy on global vaccine confidence as part of our Presidency of the G7 and our work to support Global Vaccine Confidence. Once these factors are identified, it will enable the UK Government team working closely with relevant Departments and World Health Organisation to construct highly specific strategies to improve Global Vaccine Confidence. This specific and time limited requirement will need a supplier with a clear and specific speciality in causal AI to identify the causal relationship between social and demographic data and global vaccine confidence as demonstrated from global datasets and global media. Since the beginning of the crisis, the team has been assessing the global media and AI supplier market and has run full procurement rounds to meet broad based requirements in global media analysis using advanced machine learning and AI. The successful suppliers in these procurement rounds adequately meet our broad-based and more general requirements to provide insights with respect to global media and influence. However, the more technical and ad hoc tasks we have requested such as the identification of the causal relationships between factors has been beyond their current capability in AI. Through a review of the market, Causalens are the only Causal AI platform currently and are the only supplier we have been able to identify in the time period with the necessary skills to deliver this technical task. We have assessed the supplier market through previous procurement for a broader based requirement using both DOS4 and the Research frameworks and it is not apparent that any suppliers on those frameworks could complete this technical task. We therefore conclude that there were grounds to award this contract under Regulation 32(2)(b)(ii) PCR 2015.
