Procure Partnerships Framework - Direct Award We can confirm and approve the appointment of Gillespies to deliver the Northampton Market Square project is in line with Public Contracts Regulations 2015 (PCR 2015) . As the Procure Partnerships Framework Agreement sets out the terms governing the provision of the works and supplies concerned, clients can award a contract without re-opening competition. This process is in line with Regulation 33(8) (a) of the Public Contracts Regulations 2015 (PCR 2015).
