Description
Leicestershire County Council invited tenders for the provision of a service to provide good quality refurbished (and where agreed graded/new) furniture and goods and/or services ordered by the Council or an Accredited Partner (including District Councils and Voluntary and Community organisations). The Service will provide ordered goods to people in hardship and crisis (to enable people to move out of temporary accommodation, access tenancies etc.) and comprises a key element of the Signposting and Community Support Service(SCSS). The successful tenderer will provide supplies/services from a catalogue of generically priced items as well as delivery and, where required, installation of these goods/services. Any Catalogue item ordered shall be of a clean and satisfactory quality and fit for purpose and comply with all applicable statutory and regulatory requirements. The Provider shall ensure that Catalogue items ordered are properly packed and secured in such manner as to enable them to reach their destination in good condition. The Service shall be provided within a fixed budget to be set by the Council at the beginning of each financial year. The Provider will work with the Council and Accredited Partners to ensure effective and equitable provision within the set budget. Details of the service requirements and contract performance mechanisms are set out in the service specification. The Council proposes to enter into one Contract for a maximum period of 3 years with the successful Tenderer (Supplier), with the option to extend the contract by up to a further 24 months thereafter. The anticipated value of the Requirements is up to £130,000 pa. and up to £650,000 over the potential maximum lifetime of the contract including extensions.

Legal Justification
The modification meets all the criteria set out in regulation 72;(i) The need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen - The additional funding is an unforeseen government allocation of grant funding and the Council needs to identify means of using this funding to support people with food and essentials before the end of this financial year.(ii) The modification does not alter the overall nature of the contract - the modification is to increase funds available through the contract to enable increased demand to be met. The nature of the goods supplied will remain the same.(iii) Any increase in price does not exceed 50% of the value of the original contract. - the original total contract value was £650,000 the total value of the modification is £85,000 which is less than 50% of the original contract value.
