Description

Anglian Water Services Ltd (Anglian Water) is undertaking a Procurement Exercise to assess Bidders for the provision of inspection & audit services relating waste processes at Food Serving Establishment (FSE) of their fats, oils and greases, to educate & assessing compliance through inspections, providing information & guidance. The above relates to recorded sewer blockages and the subsequent cleaning costs, which may be re-charged to the FSE if they continue to remain non-compliant.

The Supplier will contact the appropriate local stakeholders, for example the Council Environmental Health Officer and Enforcement and Waste Teams, to inform them of the work the Supplier will be undertaking in the local area in partnership with Anglian Water. The Supplier will endeavour to identify the legal owners of FSEs identified by means of telephone calls or reviewing of publicly held records, for example insurance certificates on display at the FSE's premises. In proactive cases the Supplier will write to each FSE a minimum of 2 working days before the Inspections to inform them of the upcoming visits and outline the problems in the area being caused by FOG discharges. On instruction of Anglian Water, in the event of sewer blockages, flooding's or pollutions caused by FOG the Supplier may need to attend site sooner than 5 working days. Once visited the retailer will need to be notified via wholesale within 2 working days. Inspectors will undertake initial and ongoing follow up visits to FSEs in the identified target areas in order to complete a full Inspection of an FSE and to build a relationship with the FSE owner/ manager to ensure ongoing FOG responsibility. The Inspector will hold a second meeting with the FSE owner / manager and ascertain and record details of the owner / manager if the Supplier has not been able to ascertain this information from the previous visits or a new owner / manager is in place since the last visit. If they are not available, the Inspector will arrange a date and time to call back. In the event that the FSE is closed or the owner / manager is not available a 'sorry we missed you card' must be posted / left with contact details of the Inspector and reason for the visit. The Inspector will continue to visit and engage with the FSE owner/manager as necessary to encourage adequate grease management systems and practices are undertaken. In the event that Anglian Water finds a blockage in a street where the Supplier has undertaken Inspection Visits, the Anglian Water Field Technician initially investigating the blockage will take a photograph of the blockage which will be passed to the Anglian Water Technician. The Anglian Water Technician and the Inspector will revisit the street where the blockage has occurred take up the manhole and take photographic evidence of any blockage if not captured by the Technician. The Inspector (and Anglian Water Technician if required) will visit the FSE owner / manager and explain that a FOG blockage has occurred, the Inspector will provide details of the blockage including the time of discovery and any photographic evidence.
