MARKET ENGAGEMENT ACTIVITY (Light Touch Regime): NHS Devon CCG (the Commissioner) would like to invite providers and other stakeholders to attend a market engagement event regarding the provision of an Interpersonal Trauma Response service for General Practice. The Interpersonal Trauma Response service will form part of our strategy to improve the response given in health settings to people affected by abuse and trauma as part of our ambition to develop a whole system response. We are seeking a conversation to help shape this important and exciting new service and invite you to join us so we can share our outline proposals and gain your feedback. This notice marks the beginning of Devon's CCG's process for procurement for this service, starting with a market engagement exercise commencing in February 2022 and leading into a scheduled ITT date in May 2022. The expected contract start date is no later than February 2023, with a 5-month mobilisation period prior to that start date. The market engagement event will be held on Tuesday 8th February 2022. The event will be held virtually via MS Teams.

Total Quantity or Scope

The service will provide trauma informed training for all GP Practice staff to increase clinical enquiry into domestic abuse, sexual abuse and sexual violence, and it will provide support for people of all genders over the age of 16 affected by domestic abuse and/or sexual abuse and violence where the risk of homicide is not high. The 5-year contract, will also include development of interventions for people of all genders over the age of 16 who are concerned about their own potentially abusive behaviour in relationships (domestic abuse) and for children and young people affected by domestic abuse. The events will offer insight into our direction of travel and will provide you an opportunity to shape and inform our thinking and where applicable, to form potential partnerships with other organisations within the market. The event will be supplemented with push notifications of key documents by way of background stories to illustrate the specifics of delivering services within Devon Primary Care. We will run a FAQ message board where clarification will be uploaded to help inform your thinking as you progress and assist in between the event series. We will share patient stories, user experience and draft specification documents through our secure tendering portal (In-tend). Throughout the events we will be testing your thinking as the market through online feedback (Mentimeter and Microsoft Forms). To enhance the engagement series, we welcome your continual feedback. A question pack will be released ahead of the events to those that have expressed an interest. A more detailed schedule will be provided ahead of the event. Any future tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
