Legal Justification

The council currently uses Objective ECM as its primary electronic document records management system (EDRMS) and Objective Connect is a platform for sharing document securely with EDRMS, to ensure the council complies with Public Records (Scotland) Act 2011. Objective is used by every service across the council to ensure all records are secured, audited and appropriate data retention schedules are put in place. Objective Connect enables government organisations to securely create Workspaces with external partner organisations. In addition, further development of the system during the current period has seen the introduction of workflows within the system to automate document flow processes and reduce manual or paper-based activities. As the council have invested in the system, a continuation of the contracts are required. Regulation 33 (b)(ii) of the Public Contracts (Scotland) Regulations 2015 allows a contracting authority to make a direct award of a public contract following a negotiated procedure without prior publication where competition is absent for technical reasons. Objective ECM and Objective Connect are proprietary products of Objective Corporation Limited.
