Description

The Alcohol & Drug Services Contract was advertised on the OJEU in 2017 and awarded in 2018, for a 3 + 2 year contract. The total value of the contract across the 5 years is £13,152,124.00. Post contract award multiple minor modifications were made totalling £743,380.56, utilising Regulation 72(5) (b) and (1) (c) of the Public Contract Regulations 2015 (PCR 15). This VEAT notice is to inform the market that the Council intends to vary the contract by a further amount of £280,066.00 utilising Regulation 72 (1) (C) of PCR 15, to include the provision of the below elements until the end of the contract. • Enhanced Harm Reduction: Peer-to-peer naloxone provision and additional supply; addition of foil within Needle Syringe Packs • More Treatment Options: Additional supply of Novel Long Acting Opioid Substitution Therapy Buvidal • Increased Integration and Care Pathways:Recruitment of Referral Generation Workers and Drug Outreach •Increased Treatment Capacity:additional treatment workers

Total Quantity or Scope

The Alcohol & Drug Services Contract was advertised on the OJEU in 2017 and awarded in 2018, for a 3 year contract with the option to extend the contract for upto a further 2 years. The total value of the contract across the 5 years including the permissible 2 year extension period is £13,152,124.00. Following award of the contract multiple minor modifications have been made totalling £743,380.56, utilising Regulation 72(5) (b) and (1) (c) of the Public Contract Regulations 2015. Following the national spending review for 21/22, the government announced additional funding for England’s drug treatment services required to be spent in 2021/22. Sandwell received an allocated amount of this grant. The receipt of this additional money from government was not foreseen and only announced to local areas in March 2021, with the initial commitment of grant money being for one year only. The Grant conditions stipulated that the funding had to be spent on a specific menu of interventions focused on reducing drug related deaths and harms, many of which being an expansion or enhancement of pharmacological and psychosocial interventions delivered within the current contract. At this point The Council issued a VEAT notice (2021/S 089-231895) to inform the market of the Councils intention to utilise Regulation 72 (1) (C). The aggregated contract variations following this VEAT notice totalled £743,380.56. Subsequently, the government has announced that the Grant Funding will continue for 22/23. The grant funding has the same parameters as previously detailed. Therefore The Council intend to vary the current contract by a further amount of £280,066.00, to include the provision of the following elements up until the end of the contract period, 31 January 2023. • Enhanced Harm Reduction: Peer-to-peer naloxone provision and additional supply of naloxone; addition of foil within Needle Syringe Packs • More Treatment Options: Additional supply of the Novel Long Acting Opioid Substitution Therapy provision Buvidal • Increased Integration and Improved Care Pathways: Recruitment of a number of Referral Generation Workers and an additional Drug Outreach worker •Increased Treatment Capacity: additional treatment worker staff This will mean that the aggregated variation value will be £1,023,446.56 and will exceed the light touch OJEU threshold. Therefore, this VEAT notice is to inform the market of the Councils intention to utilise Regulation 72 (1) (C), which allows for modification without a new procurement procedure where all of the conditions in Regulation 72 (1) (c ) (i-iii) are met.
