Description
The BBC is undertaking a competition for the provision of Commercial Storage and Archiving Services.
Total Quantity or Scope
The tender for Commercial Storage & Archiving Services is being published in the year that the BBC celebrates its centenary, and our mission remains vital – to serve all audiences through impartial, high-quality and distinctive output and services which inform, educate and entertain. This contract will provide a service to store and protect our archive, whilst also enabling retrieval. The archive is a resource the BBC reuses and repurposes , across our radio , television and On-demand services. Our archive assets have an intrinsic cultural, historical and commercial value and the move to third party storage requires the introduction of quality control and audit procedures throughout the move and commercial storage timeline. The BBC’s archive consists of approximately 10.2m archive assets made up of a number of distinct collections of which currently take up a total of 74,000 linear meterage of storage in temperature controlled vaults. Assets are stored by collection types, in temperature and humidity controlled vaults to ensure preservation and longevity. The archive is of mix of media types including the Audio Collection, Audio, Visual & Radio (AV&R) Collection, Film Prints, Music Library, Photos and Spare technical kit, which are all necessary to support business functions. The requirement is defined into 2 main delivery areas that make up the Services: a) Implementation and provision of a Storage Facility / Facilities - the provision and management of a storage facility/facilities that is/are fully functional by 31st March 2023. Manage the migration of the Archive Collections from the existing archives to the new facility/facilities by 31st December 2023. b) Provision of Retrieval and Returns Services - in addition to managing the archive storage facility, the contract will have the provision of a Retrieval and Returns Service in which the Supplier will manage the movement of archive assets between BBC sites and the archive storage facility. The Contract will have a term of ten years which is expected to begin on 1st August 2022. The total value of this contract will be dependant of a number of factors including: implementation and changes to the scope of services during the contract life. The contract value range does not represent committed spend but instead represents the maximum spend that could be made over the contracts total term. A site visit to Perivale is offered to all registered Tenderers. Dates for the visits will be the 3rd and 4th May 2022. The visits will provide Tenderers with an opportunity to review the Archive Assets and Collections, existing Assets (such as racking) how they are stored and raise any questions. As space is limited, Tenderers are requested to please nominate to the BBC a maximum of 2 key personnel to attend via Bravosolution by no later than 1500 on 28th April 2022. It is currently planned to offer 2 sessions: 5.4.1 Session 1 – 10am – 12.30pm 5.4.2 Session 2 - 1.30pm – 4pm All visit attendees will be required to complete a Non-Disclosure Agreement (NDA) prior to the visit and photography will not be allowed. Other Information
The BBC reserves the right not to award a contract and to annul the procurement process at any stage. Tenders and all supporting documents must be priced in sterling and all payments will be made in sterling. The contract shall be subject to English law. The awarding authority does not bind itself to accept the lowest, or any tender and reserves the right to accept part of a tender unless the tenderer expressly stipulates otherwise in the tender document.
