Description
**UPDATE** PSP4 Procurement Update - Please note that the indicative date for publication of the Midlands Highways Alliance Plus Professional Services Partnership 4 (PSP4) framework tender opportunity is week commencing 13th February 2023. A single 'Open' tender procedure will be followed, with the tender remaining open for approximately 6 weeks. In order to ensure that all practicable steps prior to publication of the tender opportunity are completed, whilst ensuring sufficient time is set aside for suppliers to prepare their bids and for effective mobilisation prior to the launch of PSP4, a short term extension of the current PSP3 framework will be undertaken. The current PSP3 framework will now expire on 27.08.23, with the new PSP4 framework due to commence on 28.08.23. Key features of the PSP4 framework are as follows: The Framework will be a NEC4 Professional Services Contract - PSC and PSSC The current 2 Lot structure will be retained - Lot 1 for consultancy services and Lot 2 for secondment services

It is anticipated that 3 suppliers will be awarded a place on Lot 1, and 2 on Lot 2, on the basis of 60% Quality and 40% Price Work is to be allocated by direct award or mini-competition. Additional selection (award) options will be provided for to support end user choice and equitability of supplier workload share. The Council is at an early stage in the development of its proposals for procuring Professional Services Partnership 4, and prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity.
