Description
Salford City Council is seeking to install solar PV at its site in Kenyon Way, Little Hulton in order to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester’s target of becoming a carbon-neutral city region by 2038. ERDF funding has been awarded which will address a gap in funding for the proposed investments and ensure the City Council is able to generate a surplus across the lifecycle of each project. The project “Unlocking Clean Energy in Greater Manchester (UCEGM)” is led by the Energy Systems Catapult, with the consortium also including Stockport, Wigan, Rochdale and Manchester Councils
Total Quantity or Scope
Salford City Council utilised the Crown Commercial Services Heat Networks and Electricity Generation Assets (HELGA) Dynamic Purchasing System as a restricted further competiton. HELGA has over 200 suppliers for all services in relation to the electrical generation assets. Therefore, premarket engagement was undertaken to specify the exact service required which narrowed the number of companies to just over 100 and then a capability assessment was sent to these companies to ask if they were suitable and if they intended to bid for the opportunity. Following this process 5 tenderers responded. The competition for the contract to deliver the solar farm in Little Hulton was released through the Chest to the 5 companies who expressed an interest on Friday 28th October 2022 and closed on 9th December 2023. Site visits were held week of 7th November with 3 contractors attending. Following the closure of the tender period, 3 bids were received for this competition.
