Description
The Council of the Borough of Kirklees (including Kirklees neighbourhood housing identified as the “Council.” is seeking to establish a Dynamic Purchasing System (DPS) for construction contractors , subcontractors and ancillary services to undertake repair/ maintenance works/services for its portfolio of assets. The Authority have opted to establish a DPS as it is deemed the most appropriate option to meet its requirements and will enable a clear, consistent and compliant route to market. The DPS will be open to new entrants throughout its lifespan to allow coverage for ever changing requirements, including but not limited to new regulations and central government requirements. Other Information
This Contract was run as a Further Competition from the Dynamic Purchasing System (KNH-003) for Construction Contractors, Sub-Contractors and Ancillary Services. Commenced 12th June 2019 for a period of 60 months, with a provision to extend the DPS for up to five (5) further twelve (12) month periods (the “DPS Period”) and is therefore open throughout the period of validity of the purchasing system to any economic operator that satisfies the selection criteria. The contracting authority’s Dynamic Purchasing Systems are hosted on the electronic tendering system ‘YORtender’ found at https://yortender.eu-supply.com. All necessary documentation, including full instructions on how to apply for admission on to the DPS, the SQ, and the DPS Operating Rules, together with any other documents are available on YORtender. This specific procurement invited tenders from all participants admitted onto the corresponding category of the DPS via the YORtender e-tendering portal. The DPS operates following the DPS Rules procedures. The DPS Rules set out terms and conditions for Economic Operators satisfying the contracting authority's selection criteria and therefore admitted onto the DPS, and for the Council when inviting tenders and awarding Specific Contracts throughout the entire duration of the DPS Period. By submitting a Request to Participate, the Economic Operator is confirming that they accept the DPS Rules. When the contracting authority sources its requirements through its DPS, the economic operators have been assessed against the minimum selection criteria as published in the Request to Participate documentation. It will award its service requirements in accordance with the Call for Competition procedure set out in DPS Schedule 4 of the DPS Rules, along with the requirements of the Regulations and the Guidance (the “Guidance” shall mean any guidance issued or updated by the UK Government from time to time in relation to the Regulations). The contracting authority considers that this contract was suitable for Economic Operators that are small or medium enterprises (SMEs). However, any selection of tenderers was based solely on the criteria set out for the procurement. The Economic Operator could submit a request to participate as a single legal entity. Alternatively, a group of Economic Operators could be formed and considered. Where a group of Economic Operators have formed, only the lead member is permitted to submit the bid on behalf of the group, and each contributing party is to be identified from the outset of the process. Applications for admission onto the DPS can be submitted electronically via YORtender at any time during the DPS Period.
