Description

The London Borough of Hillingdon is looking for Dredging Organisation / Contractor to: 1. Arrange dredging works to be commissioned and completed during September'23, to develop reclamation land within site boundary, and 2. An appointment would be made with the award of JCT2016 D&B (with Schedule of Council Amendments). Interested parties would need to confirm resource to bid this project and to meet both the urgent dredging time-scale, and to confirm ceiling pre-tender estimate of £500k. Bidders to be asked to provide breakdown of costs into: OH&P, Prelims cost, Mobilisation Cost, Demobilisation Cost, Welfare Cost, Material Moved / relocated Cost (based on Estimate), Any licences and permits cost, any other costs not otherwise stated. Plus validation surveys Confirmation of capacity to complete the dredging in the critical time-window provided, is mandatory. Project details The project was progressed to RIBA Stage 2 in 2021 then was paused pending cabinet approval to proceed, and now has progressed to RIBA Stage 3 by MACE. "HWSAC" will host sailing, rowing, kayaking, and other water-based activities, as well as land-based activities such as camping, high ropes and educational pursuits. The existing Hillingdon Outdoor Activity Centre (HOAC) located at Dews Lane was a highly popular facility but due to the construction of the HS2, HOAC was required to close in October 2020. Broadwater Lake (UB9 6PD) has been selected for the new facility for its suitability in terms of access and size; It should be noted that the site sits within a SSSI and the necessary consents are being sought from Natural England (NE) to support our planning application whose result is due end of July'23. Dredging Works The proposed works include: 3. The most urgent engagement is the decision to award and commence the Dredging and Reclamation activities. We anticipate an early award on this element in July 2023 for these works underway in September 2023 (ecological reasons), and 4. We anticipate the selection & appointment of a Main Contractor (as competition in parallel), to commence Enabling Works for Construction of a new Water Sports Activity Centre) and for that Main Contractor to manage the Dredging Organisation as nominated sub-contractor. Bidders should note: - Good unimpeded heavy vehicle access to the site is available (road access via M40 / Denham) - No Utilities are available on site. Dredging Organisation to provide all welfare using self-contained products as the site is located as SSSI. - Dredging Organisation to comply with ER's as provided.
