Description
This is not an opportunity, but a VEAT notice to inform the market that Barnet, Enfield and Haringey NHS Trust is intending to extend the current contract for Integrated Voluntary and Community Sector (VCS) Services, which is due to expire on 30 July 2023, under the provision set out in the original contract increasing the contract value to the level required to build on the initial contract period. The above-named intends to extend the contract for a 12-month period, from 30 July 2023 - 31 July 2024, and increase the contract value by £798,955.00 (Including Cost Of Living Uplift) to £4,298,707.00, without a call for competition, as set out in the original published contract notice reference LPPNELFT001-DN544018-44610121 published 14 May 2021 from the 01 April 2023. Integrated Voluntary and Community Sector (VCS) Services for Barnet Enfield and Haringey NHS Trust: The services being commissioned are an extension to the contract awarded July 2021 that was a pilot to support the mobilisation and implementation of Barnet, Enfield and Haringey Mental Health Trust's (BEHMHT) new community mental health model which went live in the boroughs of Barnet, Enfield and Haringey in Q2 2021/22. The services tendered will complement existing resources and support already in place across the boroughs. The provider(s) of the BEHMHT Community Mental Health Integrated Voluntary and Community Sector (VCS) Services will be expected to act as key strategic partner to BEHMHT and services commissioned will be fully integrated into our new community mental health model. The contracts for the BEHMHT Community Mental Health Integrated Voluntary and Community Sector (VCS) Services were awarded for two years with the option to extend the contracts by a further year subject to finances and satisfactory performance by successful provider(s). Therefore the extension to the services provided will build on the strength based approach, developing resilience, building on natural community support and social networks, developing life skills, supporting people to access community provision and universal services and supporting people to maintain and maximise their health, wellbeing and independence already provided by the provider(s) during the initial contract period.

Legal Justification
Award of a contract without prior publication of a call for competition in the cases listed below • The procurement falls outside the scope of application of the regulations Additional services by the original contractor have become necessary; The position the Barnet, Enfield and Haringey Trust (BEHMHT) was faced with, was more than simply a complex or difficult situation where it would be convenient to remain with the incumbent. The Services commissioned in July 2021 were a pilot to support the mobilisation and implementation of Barnet, Enfield and Haringey Mental Health Trust's (BEHMHT) new community mental health model. Barnet, Enfield and Haringey Mental Health Trust (BEHMHT) are on a journey to transform community mental health services that will be rooted in its communities. This was a radical change in the design of community mental health care from the previous way of working to a new model that focuses on the health and wellbeing of the local population with an expansion of the workforce, integrated working with partners and alignment to the geography and needs of local communities. A change of contractor would cause significant inconvenience or substantial duplication of costs; The development and implementation of the new model, with the three boroughs, has been complex and has taken time to bed in the new services. The changes implemented have gained momentum and are working well, extending and modification of the contract will allow the trust to thoroughly bed in the services across the boroughs and expand community care support capacity. To change service providers at this stage would be detrimental to the Trust's and the patients they serve and would cause substantial duplication of costs. Any increase in price does not exceed 50% of the value of the original contract; The value of the original contract for years 1-3 (including extension) was £3,499,752.00 (excluding VAT) and the maximum increase in price is therefore £1,749,876 (excluding VAT). The value pertaining to this VEAT notice is £798,955.00. Increasing the contract value to £4,298,707.00. For these reasons the Contracting Authority considers the proposed extension to be justifiable under Regulation 72 of the Public Contracts Regulations 2015, namely Regulation 72(1)(b). The amendments comprising the extension will not be made before the end of a period of at least 10 days from the day after the date of publication of this VEAT notice.
