Description

Network Rail intends to procure a framework for the delivery of Development & Design Services required for the Northern Powerhouse Rail (NPR) portfolio and the wider Integrated Rail Plan (IRP). This market engagement event seeks to update the market on the status and expected future requirements of the NPR and IRP portfolios and make a Request for Information to support the development of the associated procurement strategy. This future procurement strategy will focus on the Development & Design Services related to Projects Accelerated in a Controlled Environment (PACE) phases 1 and 2. The Request for Information will focus on how the market views the opportunity, the capacity and capability in the current market, as well as the potential contracting models to deliver the programme and service packages. Your feedback will help inform Network Rail how best to deliver potential procurement events for this complex and multidisciplinary Programme. THIS IS NOT A CALL FOR COMPETITION

Total Quantity or Scope

This is a market engagement event, to share the current status of Northern Powerhouse Rail (NPR) / Integrated Rail Plan (IRP) and gather the supply chain's input on the future procurement strategy for Development & Design Services. Network Rail needs your active participation to ensure the future procurement follows an optimal sourcing strategy that balances Network Rail's key drivers against the market's appetite, capability and capacity. The briefing will be virtual (Microsoft Teams) and will be held on Tuesday 27th June 2023 at 2pm (GMT) for approx. 2 hours. Your registration needs to be completed by 10:00am (GMT) on Friday 23rd June 2023. When registering for the event you will be asked to provide the Name and Email Address of the Key Contact of your Organisation (the nominated person will be responsible for completing a post market engagement questionnaire on behalf of your organisation, this must only be one person per organisation). This does not preclude several members of the same organisation from registering and attending the market engagement event. For clarity, we only wish to receive one supplier questionnaire per organisation in the post-market engagement phase. There will not be an opportunity to verbally ask questions during the event, however communications can be written in the chat during the presentation which will be addressed following the event. A supplier questionnaire will be available to complete following the event to obtain specific feedback that will inform the procurement strategy for the NPR/IRP Development & Design Services Framework. Further notes on this PIN: In Section II.1.5), the Estimated Total Value figure is a mandatory field and so the nominal figure of £1 has been inserted. The information we gather from this market engagement event directly informs our subsequent framework structure and lotting strategy which in turn will inform our estimated figure for the framework. In Section II.1.6) Information about Lots, Network Rail has stated ‘no’ even though we do expect to follow a lotting strategy. This answer has been inputted because we need the information from the market engagement to shape our decision on this. While details as to the type of services, estimated value, duration and Lots which are mandatory fields in the online form have not been specified in this notice, they will be confirmed in the subsequent contract notice, as informed by the market engagement exercise being conducted by Network Rail.
