Description

Crawley Borough Council and Horsham District Council both require a long term agreement with a supplier to provide and install tyres to the fleet of each council as and when required (with the exception of Crawley's waste vehicles which are managed separately) and to arrange reuse or disposal of the old tyres via the most sustainable route. The contract would also cover those services typically undertaken by a Tyre Installer and provide for a breakdown service in the event Council vehicles require tyres replaced while broken down on the road (anywhere within their respective District/Borough).

1 Horsham District Council Tyre Requirements

Horsham District Council's requirements apply to the Council's entire fleet and are broken down as follows: - The supply of Tyres and associated parts (i.e. valves and rims in the event the rim requires replacing). It is a specific Horsham requirement that tyres supplied for all HGVs are remoulded tyres. - The end-of-life Tyre requirements; finding the most sustainable solution - Scheduled Tyre Services; attending the Council's Depot on a regular basis to inspect vehicles and assess if any work is required - Unscheduled Tyre Services; any ad hoc need to be called out and the breakdown service - The Online Platform

2 Crawley Borough Council Tyre Requirements

Crawley Borough Council's requirements apply to the Council's fleet minus the waste vehicles and are broken down as follows: - The supply of Tyres and associated parts (i.e. valves and rims in the event the rim requires replacing). - The end-of-life Tyre requirements, finding the most sustainable solution - The call-off services; Crawley BC inspect their own vehicles and call-out for every occasion work is required - The breakdown service

Horsham District Council specifically also require a supplier to provide access to an online portal on which the Council can manage all activity under the contract (not a requirement for Crawley BC). Councils are going out together as a collaborative tender but each Council's Contract will be its own independently awardable Lot. Suppliers will have the freedom to bid for either Lot or for both Lots. Each Council requires a contract to commence 1st November 2023 and run for five years only. It is the expectation of Councils that this collaborative tender will be released to the open market on 14th July 2023. ** PREVIEW NOTICE, please check Find a Tender for full details. ** In addition to giving the open market advance notice of our upcoming tender, the purpose of this PIN is to also provide suppliers the opportunity to participate in a soft market testing exercise. Horsham District Council is interested in investigating whether the specification specifically drafted for the Council's 'Online Platform/Portal' are reasonable and in line with what the current market can provide. The HDC Online Platform requirements have been extracted from the Specification and put on an SMT questionnaire to give suppliers the opportunity to review these requirements and advise (in advance of this tender being released) whether the Council is asking for anything that is not reasonable and/or whether anything else should be specified. Suppliers have the opportunity to request this SMT by emailing procurement@horsham.gov.uk asking for the Tyres PIN SMT (please quote Tyres PIN SMT in the subject heading of the email). You will have the opportunity to ask for and respond to the SMT up until 5th July 2023.
