Description

Nottinghamshire County Council (“the Council”) is seeking a suitably experienced Provider to deliver services to D/deaf people, under a single Provider Framework Agreement. The Provider must have: - a minimum of two years’ experience of working with people who are D/deaf - experience of employing and supervising D/deaf staff - experience of developing professional and collaborative relationships with a range of partner organisations in ways that have a positive impact on D/deaf people This Framework Agreement is established initially to meet the requirements of Nottinghamshire County Council but also enables the following ‘Commissioners’ to purchase services under it on a ‘Call-Off’ basis: • Nottingham University Hospitals NHS Trust, • Doncaster & Bassetlaw Teaching Hospitals NHS Trust, • Nottingham and Nottinghamshire Integrated Care Board, and; • Nottingham City Council The Framework Agreement will have a duration of four years. All services provided under this Framework Agreement will be commissioned to do some or all of the following: • Intervene at the earliest opportunity to support prevention by encouraging people to be more proactive about their health and wellbeing. • Increase independence and reduce or delay the need for care and support services, including navigation of prevention and community services and effective self-care. • Improve access to information to support self-care, independence and to promote health and well-being. • Work, including in partnership with other organisations, to address inequalities. • Use strengths-based approaches, drawing on the skills and assets across people and their communities, to create opportunity. • Activities that enable effective communication, including British Sign Language related services and interpreting In addition to establishing the Framework Agreement the Council will simultaneously enter into a Call-Off Contract under the Framework Agreement for ‘Community-Based Prevention Services for D/deaf People’. Bids will only be considered for the Framework Agreement and the Call-Off Contract for ‘Community-Based Prevention Services for D/deaf People’ Further Call-Off Contracts may be entered into with the Provider during the term of the Framework Agreement with any of the Commissioners listed above. Please note, this is a competitive procurement conducted in accordance with the Light Touch regime of Regulations 74-77 of the Public Contract Regulations 2015.

Total Quantity or Scope

In addition to establishing the Framework Agreement the Council will simultaneously enter into a Call-Off Contract for ‘Community-Based Prevention Services for D/deaf People’. Further Call-Off Contracts may be entered into with the Provider during the term of the Framework Agreement with any of the Commissioners listed above. … Delivery of healthcare or personal care services are not in scope of this Framework Agreement. The Provider is not required to be registered with the Care Quality Commission (CQC). The Framework Agreement will have a term of four years and a maximum potential contract value of £5,000,000 (five million pounds) overall. It is anticipated the Framework Agreement will commence on the 1st February 2024. Bids will only be considered for the Framework Agreement and the Call-Off Contract for ‘Community-Based Prevention Services for D/deaf People’ as summarised below: Call-Off Contract 1: Community-Based Prevention Services for D/deaf People. A prevention-focused offer which will build connection, improve access to information and skills to support self-care, independence and well-being, and address issues that could escalate and have a negative impact on well-being or independence. The Provider will do this through a combination of three approaches: • A ‘Community Organising’ approach that will connect D/deaf people, their families, carers and wider communities and motivate them to share skills and assets to achieve common goals and build capacity/social capital. • Partnership working to support D/deaf people’s priority goals, create opportunities, and address inequality in access and outcomes. • Delivery of brief interventions, including welfare rights support, to support well-being, prevention and navigation. This Call-Off Contract will have an initial term of three years with an option to extend for up to a maximum of three further years. The Call-Off Contract will have an annual value of £79,500. It is anticipated the Call-Off Contract will commence on the 1st February 2024.
