Description
Norfolk County Council's Public Health team are planning to extend their Healthy Lifestyles Framework Agreement to deliver community (level 2) smoking cessation services. This new lot will form lot 3 of the Healthy Lifestyles Framework Agreement. These services in lot 3 will build on other stop smoking provision already available in Norfolk including a specialist service and primary care. We want to expand the availability of Community level 2 interventions to people living in Norfolk to ensure that smokers can access the right interventions at the right time.
Total Quantity or Scope
The service will comprise the following key elements: - Community Stop Smoking service delivered by level 2 trained advisors. A focus on engaging communities where smoking prevalence is highest. - Service will be easily accessible via a triage/referral for on the Norfolk Ready to Change platform. - For people who are self-motivated to stop smoking, may live in areas of deprivation, may be in low-income employment but do not have other complex needs - Working with the specialist stop smoking service, primary care, and Integrated Care Systems to develop pathways that ensure smokers are accessing the most appropriate service based on need. - Providing a range of hybrid and innovative support options to individuals within the community to be empowered to stop smoking

Tender documents will be made available when the Contract Notice is published.The new lot to this Light Touch Regime Framework Agreement will be let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services, of which health services is one. In this instance, the Council is extending an established Light Touch Regime Framework Agreement that has set out the terms and conditions for making specific purchases (call-offs). The Framework Agreement differs from those let under the non-Light Touch Regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants and may periodically add new lots to the framework agreement that are relevant to the scope of the framework agreement.
