Description

This Framework Agreement is for the supply of Electrosurgical consumables, this includes but not limited to Patient Plate Return Electrodes, Electrosurgical Pencil Electrodes, Smoke Evacuation Pencils, Diathermy Suction Coagulators, Diathermy Forceps, Smoke evacuation machines and Related Consumables. Precise quantities are unknown. It is anticipated that initial expenditure will be in the region of £12,000,000 to £15,000,000 in the first year of this Framework Agreement, however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement.

Lot Division

1 Patient Plate Return Electrodes, Reusable Patient Return Capacitive Electrodes and Associated Accessories

This Lot aims to offer Patient Return Electrode, compatible cables and leads and other associated Accessories. Patient Return Electrodes are designed to act as an inactive electrode to carry electric current away from the patient during a procedure that uses electrosurgery.

2 Electrosurgical Pencils, Monopolar Electrode Attachments and Associated Products

This Lot aims to offer Electrosurgical Pencils, Electrode attachments, tip cleaners, X-ray scratch pads, polishers and other associated accessories. Electrosurgical pencils are used during surgical procedures to cut both tissue and produce coagulation via electro-cautery. The Electrode attachments are used in conjunction with the diathermy pencils. Associated accessories can also be used in conjunction with both pencils and electrode attachments.

3 Surgical Plume Extraction Products including Pencils, Monopolar and Bipolar Coagulation Forceps, Filters, Tips, Surgical Plume Evacuation Machines and Associated Products

This Lot aims to offer Surgical Plume Extraction Products including Pencils, Monopolar and Bipolar Coagulation Forceps, Filters, Tips, Surgical Plume Evacuation Machines and Associated Products, these are used during surgical procedures to cut both tissue and product coagulation via electro-cautery. These pencils have an added feature of facilitating smoke evacuation via extraction tubes.

4 Argon Plasma Coagulation (APC) Argon Hand Switch Pencil and associated APC tips/accessories/probes

This Lot aims to offer Argon Plasma Coagulation (APC) Argon Hand Switch Pencil and associated APC tips/accessories/probes. These are used during surgical procedures to cut both tissue and produce coagulation via electro-cautery. These pencils have an added feature of emitting a plume of Argon gas from the tip of the pencil to help improve visibility of the procedure site and reduce the amount of blood present during the procedure.

5 Monopolar Suction Coagulators

This Lot aims to offer Monopolar Suction Coagulators , these are used during open surgical procedures to aspirate blood and small tissue, whilst controlling bleeding.

6 Forceps for electrosurgery including Monopolar coagulation and Bipolar coagulation forceps

This Lot aims to offer Forceps for electrosurgery including Monopolar coagulation and Bipolar coagulation forceps, these are pincer type hand held electro-surgical instument to coagulate tissue during surgical procedures.

Other Information

The following certification will be a requirement of the upcoming tender exercise and Applicants may be required to include evidence of this within their tender submission. - ISO 9001:2015 or equivalent externally accredited and up-to-date quality standard certificate(s) to cover all segments of the Applicant's (and the product's) supply chain. This should include but not be limited to manufacturing, storage, distribution and customer service. Further information in respect of certification requirements will be set out in the notice for the forthcoming procurement. If such certificates are not in the name of the Applicant then the Applicant must supply a copy of agreements setting out the authority and responsibilities of all parties in the supply chain and provide evidence of ISO9001:2015 or equivalent for all relevant parties in the supply chain. - Public Liability Insurance cover of £5m per claim in the name of the Applicant - Product Liability Insurance cover in the name of the Applicant of £5m per claim or £5m per claim and in the annual aggregate - Declaration of Conformity and UKCA Certification to demonstrate compliance to UK Medical Device Regulations 2002 or Declaration of Conformity and CE Certification to demonstrate compliance to Medical Devices Directive -Medical Devices Directive 93/42/EEC or Medical Device Regulation 2017/745 (where applicable) -MHRA Registration number. - If an Applicant commits to obtain ISO9001:2015 or equivalent quality standard certificate, Public Liability Insurance or Product Liability Insurance certification at the time of their tender submission then the requirement is that such certification is in place prior to the commencement date of the framework agreement (in order for NHS Supply Chain to place orders with the successful Applicant). The NHS has adopted PPN 06/20 (taking account of Social Value), and therefore this future Framework Agreement will include some qualitative evaluation questions on Social Value with a min. weighting of 10% towards the award.
