Description
Carmarthenshire County Council wishes to appoint suitably qualified Contractors to deliver responsive maintenance (including emergency works ordered during normal working hours and out of working hours), planned works, adaptation works, call handling to include out of hours, void property works, technical inspections and trade specific works, required for the delivery of property related services within its Housing and Non-Housing Divisions. This arrangement will be a Framework Agreement with multiple Contractors appointed to a number of different trade-specific, geographical and value-banded lots. There are lotting restrictions in place for specific lots, as detailed in the tender documentation. This Framework is for use by Carmarthenshire County Council in addition to any body (whether incorporated or otherwise) which is a subsidiary of or is wholly or mainly owned or controlled by Carmarthenshire County Council.
Lot Division
1 | Lot 1a Housing Responsive & Small Building Works (South) The scope of works for this Lot will include day to day maintenance covering general domestic property maintenance across multi-trade skill sets, inclusive of but not limited to plumbing, general electrical works, carpentry to include door replacement and kitchen unit installations, bathroom refurbishments, bricklaying, plastering, decorating, roofing, flooring, replacement of external doors and windows and glazing repairs. Other works may include fencing works, timber shed replacement and groundworks. |
2 | Lot 1b Housing Responsive & Small Building Works (West) The scope of works for this Lot will include day to day maintenance covering general domestic property maintenance across multi-trade skill sets, inclusive of but not limited to plumbing, general electrical works, carpentry to include door replacement and kitchen unit installations, bathroom refurbishments, bricklaying, plastering, decorating, roofing, flooring, replacement of external doors and windows and glazing repairs. Other works may include fencing works, timber shed replacement and groundworks. |

8 | Lot 4a Housing Void Works up to 15k (South) The Council has several empty individual homes (called voids) which require a range of maintenance and repair works to improve their condition. The works cover general domestic property maintenance across all trade skill sets, inclusive of, but not limited to plumbing, general electrical works and tests, carpentry, bricklaying, plastering, roofing, flooring, and decoration. The works may also include house clearances, garden maintenance and cleaning services. Works will range from very minor repairs, potentially single trade work, to wider general improvement works (up to the value of 15,000 GBP) on a single property. |

Primarily, this Lot will be used for works to single properties where the cost of the works will be between 15,000 GBP and 45,000 GBP. However, this Lot may also be utilised to include the packaging together of more than one void property to a total overall value of between 15,000 GBP and 45,000 GBP. |

14 | Housing Void Works 45k+ The Council has several empty individual homes (called voids) that require works of a complex nature to address planned and non-routine major works. This Lot is intended to address planned major works (valued at 45,000 GBP and over) of a non-routine nature where building/structural elements have failed and are beyond economic repair by routine maintenance, or do not comply with legal requirements. Works could be inclusive of but not limited to subsidence, ground heave, major damp issues, re-roofing, replacement of retaining walls, other structural work, Carmarthenshire Homes Standard Plus (CHS+) upgrades, adaptations, conversions plus improvements in renewable technologies, energy efficiency and decarbonisation work. |
15 | Lot 7a Housing Bathroom Adaptations (South) Bathroom adaptations include providing level-access or wet-floor shower facilities, including shower trays, shower chairs, specific shower units, grab rails, tiling, or waterproof wall boarding, both standard and wheelchair accessible wash hand basins and wash/dry water closets (WC). Some building works will also be required, from demolishing internal partition walls, replacement of ceilings, both blocking up and forming openings, painting, and decorating. 21 | Housing Electrical Installation and Repairs The Council is seeking to appoint electrical installation contractors to complete planned works which shall be the maintenance of electrical installations and include, fixing, replacing, day-to-day remedials arising from service contracts, small minor works, and major schemes. This lot will cover domestic properties such as void and occupied homes and include single and multi-occupancy dwellings such as houses, blocks of flats, maisonettes, sheltered schemes and all their associated equipment. |
22 | Housing Maintenance of PV (Solar) Systems The Council is seeking to appoint a photovoltaic and energy storage specialist to complete cyclical planned maintenance of domestic roof mounted solar photovoltaic systems currently installed at 140 separate locations throughout the County. The works include cleaning, testing, inspecting, monitoring, fixing, and where required replacing faulty items. These locations include void and occupied homes and include single and multi-occupancy dwellings such as houses, blocks of flats, maisonettes, and sheltered schemes. |
23 | Domestic Roofing The scope of works in this Lot shall involve roof renewal works to single or double blocks of domestic properties owned by the Council. Works will range from very minor repairs to general maintenance works, with priority always given to statutory and other health and safety requirements and any work relating to floods and structural domestic / defects. |
24 | Domestic Flooring For this Lot, the scope of works will include the provision of domestic flooring of all material types to housing properties throughout the County. This will include work on both empty and tenanted homes, along with adaptations and will include, but not limited to the provision and installation of kitchen, bathroom, and wet room flooring as specified within the Carmarthenshire Homes Standard Plus (CHS+) and Welsh Housing Quality Standard (WHQS), carpets and specialist flooring. |
25 | Lot 13a Domestic Fencing (South) For this Lot, the scope of works will cover the installation, repair, or replacement of domestic fencing at the Council’s domestic housing properties. The works will include general domestic fencing works which is typically a mix of plastic-coated chain-link fencing, vertical feather edged fencing on timber or concrete posts, timber panel fencing on slotted concrete posts with a concrete gravel board, ranch style timber fencing or timber hit and miss fencing. |

32 | Commercial Roofing The works required for this Lot will involve day to day repairs, roof renewal works, normal wear and tear, damage, weatherproofing, and leaking roofs to the Council’s Non-Housing property portfolio. The typical commercial roof repair projects would include weatherproofing hips, valleys, gutters, abutments, roof penetrations, repairing corroded sheet laps and refurbishing elements like upstands and curbs. Works will also involve emergency and urgent attendance to make safe and or repair various roofing types across the Non-Housing portfolio including but not limited to pitched slated/tiled roofs, flat roofs, steel sheet roofs, cement sheet roofing, including all products that have been manufactured using asbestos. The Non-Housing property portfolio consists of single and multi-storey properties which would include, schools, leisure facilities, social service facilities, offices, depots, industrial units, farm buildings, livestock market facilities, and listed buildings. |
33 | Commercial Fencing This Lot consist of repairs, maintenance, installation, and replacement of commercial fencing to the authority’s Non-Housing property portfolio. Work may contain installation and or replacement to Secured by Design fencing and gates, chain link fencing, timber fencing and all other types of fencing as required for the Non-Housing portfolio. Emergency and urgent work to make safe and or repair fencing as necessary including the provision of temporary fencing (i.e. Heras or equivalent). |
34 | Housing and Non-Housing Carpentry The scope of works for this Lot will cover day to day carpentry works to include internal and external door and window repairs or replacement, (timber and uPVC) including new door linings, door frames, locks, architraves, skirting boards, floorboards, pipework boxing, stair components including handrails, kitchen unit and worktop repairs or renewal. Other works could include external side access or shed doors and frames and side screens, replacement outhouse roofs using metal sheeting or corrugated asbestos free roofing sheets. Works will range from very minor repairs to general maintenance works, with priority always given to statutory and other health and safety requirements and any work relating to emergencies. |
35 | Housing and Non-Housing Brick Laying / Wet Trades For this Lot, the scope of works will relate to individual properties, responsive and planned works. The type of works required in this Lot will include renewal of retaining and boundary walls, demolition, excavation and laying foundations, construction of brick and block walls and laying concrete paths. The Council may also require contractors to undertake internal works such as creating openings through internal walls. |
36 | Housing and Non-Housing Rendering The scope of works for this Lot will relate to individual properties, responsive and planned works. The type of works required in this Lot will include repair work in addition to the supply and application of render to external elevations of Council owned properties. |
37 | Housing and Non-Housing Painting & Decorating The scope of works for this Lot will relate to individual properties, responsive and planned works. The type of works required in this Lot will include internal or external painting and decorating and associated activities (e.g. preparation and sealing of substrate, the application of undercoats / primers). |
38 | Housing and Non-Housing Glazing, UPVC / Aluminium / Metal Doors and Windows The scope of works for this Lot relates to the installation of glazing, uPVC/aluminium/metal doors and windows. |
39 | Housing and Non-Housing Property Cleaning, Clearance, Removal including Garden Clearance For this Lot, the Council requires Contractors to undertake property clearance, cleaning to include garden clearance in empty and tenanted properties and other buildings owned by the Council. Contractors DO NOT have to be able to cover all the types of work in the Lot and can apply to carry out the elements of work, they are able to undertake (e.g., domestic cleaning). Some works may require the licenced disposal of hazardous waste with relevant consignment notes. This will be specified by the Council at call-off or as hazardous materials such as asbestos may be identified in the course of the works. |
40 | Housing and Non-Housing Sheds The main requirement for this Lot will be the supply or replacement of sectional timber sheds of either apex or pent roof design at Council properties (e.g., social housing or other non-housing locations). The Council requires the sheds to be constructed on site by the appointed Contractor and may also require provision of a suitable concrete or timber base, dependent on each property. Works will also include clearance and removal of existing sheds where a replacement is being installed. |
Renewal Options
The Framework shall be for 3 years with the option to extend for up to a period of 12 months.
