This Prior Information Notice (“PIN”) has been published by the Procurement and Logistics Service (“PaLS”) Regional Business Services Organisation (“BSO”) on behalf of the Trust. Two previous PIN’s were issued in respect of this tender for the provision of Domiciliary Care Services in the Trust area (Notice reference: 2023/S 000-006485 and Notice reference: 2023/S 000-015821) available on (Find. a Tender (find-tender.service.gov.uk)) and a recent market engagement exercise conducted in June 2023 to engage with and receive feedback from the market by outlining the Trust’s proposals for the delivery of domiciliary care services in the Trust area, including the proposed model and key elements of the service and its procurement plans and requirements (CfT Reference: 4791867 available on (www.eTendersNI.gov.uk). The purpose of this PIN is to provide an update to the market in respect of the anticipated advertisement of this procurement. This procurement exercise has been delayed as a result of Department of Health (“DoH”) Northern Ireland and regional Health and Social Care (“HSC”) policy requirements as detailed in the above noted market engagement exercise, as well as DoH Northern Ireland direction relating to the HSC financial position, which impacts upon the procurement process. AS SUCH, IT IS ANTICIPATED THAT THE TENDER WILL BE ADVERTISED IN SPRING 2024. This notice relates to the planned procurement of services classified as ‘Social and Other Specific Services’ under Schedule 3 of the Public Contracts Regulations 2015 (“the PCR”) which will be subject to the provisions of Chapter 3, section 7 of the PCR, otherwise known as the Light Touch Regime (“LTR”).
