Description

This is a Direct Award Contract which will enable the Department of Finance's Land and Property Services to use the current Abbacus solution until the replacement system is in implemented. This contract will be for 3 years with an additional contingency of up to 39 x 1 month extension options.

Legal Justification

The award of this contract is justified under Regulation 32 (B)(iii) of the Public Contracts Regulations 2015 in that only iTS Computing due to exclusive rights of their IPR can provide support and maintenance to the toolkit that is used to make changes to the Abbacus system. The Abbacus system comprises of a number of components provided by a range of suppliers who are under contract with iTS Computing and each of whom have exclusive rights to their own IPR.
