Description
To provide support and maintenance for a hosted command and control system together with related helpdesk support for use by the Constabulary. The product and system is used by Contact Management to allow control room operators to deploy resources quickly and effectively and supports them in providing the best possible response. It provides relevant information associated with an incident and presents it in a way which can be readily assimilated. This means staff in the control room can make rapid deployment decisions and where necessary pass appropriate information to officers attending the incident. Designed specifically for the efficient recording of information relating to incidents, The system enables suitable resources to be quickly identified and despatched. Legal Justification
Lancashire Constabulary relies on the grounds set out in Regulation 32(2)(b)(ii) Use of the negotiated procedure without prior publication of the Public Contract Regulations 2015. For technical reasons, the services can be provided only by a particular tenderer namely Sopra Steria that supplied the system after a lengthy and complex procurement process in 2007. The contract will cover all elements of support and maintenance of the existing system. The services can only be provided by the present supplier alongside the operational and budgetary constraints and risks associated with a change of supplier
