Description

The main objective of this contract is to ensure that children, teenagers and adults in Warrington increase their ability and enthusiasm to cycle in a safe manner and develop the necessary skills to control their bicycles and to make trips on roads and cycle paths. It is also to ensure that the government Bikeability grant and any other funding for cycle training purposes is used in an appropriate and timely manner and is monitored and accounted for in the services delivered and invoiced.

Total Quantity or Scope

This contract is for a period of 2 years with 4 optional 12 month extensions available which WBC can choose to activate. However, it should be noted that the period and the value of the award remain entirely conditional at all times on the continuation and level of the Government’s Bikeability funding. Annual funding levels cannot be guaranteed more than 12 months ahead and should the funding not be renewed, the contract will be ended at the conclusion of the current 12 month funding period. The Core Service will comprise delivery of Bikeability Levels 2 and 3 cycle training for children aged 9 to 14 attending schools within the borough of Warrington in accordance with the Standard (and the Bikeability Delivery Guide for training providers and instructors). The Provider will provide cycle courses to the Bikeability Standard Level 2 (including Level 1/2) at individual primary schools comprising a minimum of 4 sessions per course each of about 2 hours duration. There will be a maximum of 12 children on each course with a minimum of 2 instructors. These will be delivered during normal primary school hours. The Provider will provide Bikeability Standard Level 3 courses to participants aged 11 to 14, individually or on a maximum 1-to-3 basis, either within the school day or as an after school activity or on an ad hoc basis during school holidays or at weekends. Courses will be delivered in all primary and secondary schools in the borough including the outlying villages such as Lymm, Burtonwood, Croft and Culcheth.
