Description
NHS Cornwall & Isles of Scilly ICB (The Commissioner) is seeking to recommission domiciliary dental services in Cornwall. The term of the existing Domiciliary contract is due to expire on 30 June 2024 and NHS Cornwall & Isles of Scilly ICB has proposed that a new contract should replace that existing contract at the end of its term. All requirements outlined in Regulation 6(5) of the Health Care Services (Provider Selection Regime) Regulations 2023 have been met, including not breaching the considerable change threshold, and therefore direct award process C has been deemed the appropriate provider selection process. After conducting an assessment of the incumbent provider, taking into account the key criteria and applying the basic selection criteria, NHS Cornwall & Isle of Scilly ICB is content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. The service is anticipated to commence on the 1 July 2024 for a contract duration of 1 year and 9 months until the 31 March 2026, with a total value of £311,095.09.
Total Quantity or Scope
Domiciliary dental care is a service to be provided to patients who are unable to attend or be transported to a Dental Surgery due to their medical, mental or physical condition. The population includes both adults and children. Care homes and nursing homes provide a fixed cohort of patients. Beyond the care/nursing home sector, people are directly cared for in their own homes and within a variety of private/social services/local authority run establishments. The services are expected to deliver high quality and appropriate oral health care to patients who meet the criteria to receive domiciliary care including a full examination, oral health risk assessment, treatment, and oral health care education. … The continuation of service provides stability for patients seeking domiciliary dental care in the region. It also gives Commissioners time to consider future contract and commissioning arrangements for these services. The decision to award this contract in line with direct award process C was based on evaluation against the basic selection criteria, which was assessed on a pass/fail basis, and the 5 key criteria: - Quality and innovation - Value - Integration, collaboration and service sustainability - Improving access, reducing health inequalities and facilitating choice - Social value The criteria were not weighted differently as they were deemed equally important for this service. Assessment of the provider was based on evidence available through their existing contract with the ICB. The decision was approved by the Primary Care Commissioning Committee (PCCC) and the Primary Care Operational Group (PCOG). No conflicts of interest were declared.
