Legal Justification
The ESPO Framework was procured in early 2024 and was utilised by Staffordshire County Council to appoint a supplier for a managed service for agency staff and interim human resource. The call-off contract was procured solely on price and needs analysis for the council. This negated the need for a tendering exercise. Also, as it was called off a framework, it negated the need for a notice under PCR2015.
