Description

Carmarthenshire County Council (as Lead Authority), in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council, is undertaking a procurement exercise to establish a Framework Agreement for use by public and voluntary sector organisations based (or operating) in the counties of Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea for the provision of construction-related works. A list of these organisations (Other Participating Bodies) is provided within the tender documentation. Where an Other Participating Body operates across more than one county, it shall use either the Lot that is geographically closer in location to its principal office, OR if nearer, the Lot closest to the location of the required works. The Framework will be split across 13 individual value-banded and geographic lots.

Lot Division

1 Lot 1A West (0-1,000,000 GBP)

Lot 1A West will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of 1,000,000 GBP in the Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire and Powys).

2 Lot 1B East (0-1,000,000 GBP)

Lot 1B East will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of 1,000,000 GBP in the Eastern area of the region (i.e. Neath Port Talbot, Swansea and Powys).

3 Lot 2A West (1-2,000,000 GBP)

Lot 2A West will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value between 1,000,000 and 2,000,000 GBP in the Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire and Powys).

4 Lot 2B East (1-2,000,000 GBP)

Lot 2B East will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of between 1,000,000 and 2,000,000 GBP in the Eastern area of the region (i.e. Neath Port Talbot, Swansea and Powys).

5 Lot 3A West (2 - 4,000,000 GBP)

Lot 3A West will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value between 2,000,000 and 4,000,000 GBP in the Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire and Powys).

6 Lot 3B East (2-4,000,000 GBP)

Lot 3B East will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of between 2,000,000 and 4,000,000 GBP in the Eastern area of the region (i.e. Neath Port Talbot, Swansea and Powys).

7 Lot 4A West (4-7,000,000 GBP)

Lot 4A West will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value between 4,000,000 and 7,000,000 GBP in the Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire and Powys).

8 Lot 4B East (4-7,000,000 GBP)

Lot 4B East will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of between 4,000,000 and 7,000,000 GBP in the Eastern area of the region (i.e. Neath Port Talbot, Swansea and Powys).

9 7-15,000,000 GBP)

Lot 5 will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value between 7,000,000 and 15,000,000 GBP in the Eastern and Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire, Neath Port Talbot, Swansea and Powys).

10 15-25,000,000 GBP)

Lot 6 will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value between 15,000,000 and 25,000,000 GBP in the Eastern and Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire, Neath Port Talbot, Swansea and Powys).

11 25,000,000 GBP and over)

Lot 7 will be for construction activities in relation to but not limited to, schools, housing, leisure, commercial, industrial, public buildings and other related premises within participants’ remits. This lot will be for works up to a value of 25,000,000 GBP and over, in the Eastern and Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire, Neath Port Talbot, Swansea and Powys).

12 Housing (0-5,000,000 GBP)

Lot 8 will typically comprise new build social housing projects together with smaller supported living and assisted living schemes. These can be new build or conversion schemes together with extensive refurbishment projects. This lot will be for works up to a value of 5,000,000 GBP in the Eastern and Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire, Neath Port Talbot, Swansea and Powys).

13 Housing (5,000,000 GBP and over)

Lot 9 will typically comprise large new build social housing projects together with bespoke supported living and assisted living schemes. These can be new build or conversion schemes together with the extensive refurbishment or redevelopment of housing complexes. This lot will be for works up to a value of 5,000,000 GBP and over, in the Eastern and Western area of the region (i.e. Carmarthenshire, Ceredigion, Pembrokeshire, Neath Port Talbot, Swansea and Powys).

OTHER PARTICIPATING BODIES - A number of organisations have an option to utilise the Framework but have made no commitment to the usage of the Framework during its Term. A list of all Other Participating Bodies is contained within the tender documentation, which can be accessed via the eTenderWales portal. LOTS - Tenders may be submitted for one, or a number of Lots but there is a restriction on the combination of Lots that a Tenderer can bid for. The lotting restrictions apply to Lots 1A to 7. Full details of restrictions are provided in the tender documentation. RESERVE CONTRACTORS - To ensure the resilience of the Framework throughout the term, the Employer will be operating a reserve list of contractors. Further detail is provided in the Tender Documents.
