Description
Cambridgeshire & Peterborough Combined Authority (“CPCA”) is establishing a dynamic purchasing system (“DPS”) to engage expertise in a range of areas to support the delivery of net zero finance initiatives. This document provides a description of the types of services required, and what types of services are included within each DPS category. CPCA’s ambition is to appoint Suppliers who will be considered by Buyers for a number of Call-Off Contracts. This will enable those Buyers to have access to relevant skills, knowledge and experience in finance, legal services, procurement and other specialist fields. The Suppliers will support the delivery of ambitious and high-profile net zero programmes while developing a base of knowledge and resources for the benefit of the wider public sector.

1 | Consultancy Services Consultants will typically be required to offer strategic guidance, technical expertise, and recommendations tailored to the Buyer's specific needs. 2 | Public Sector Finance Public sector finance services focus on helping Buyers in the public sector to manage financial activities, resources and planning. These services ensure that public funds are used efficiently, transparently, and in compliance with regulations, supporting the financial health and sustainability of public sector organisations. |
3 | Financial Advisory Financial advisory services will provide the Buyer with guidance on managing their financial resources, investments, and risks. These services often include financial planning, investment strategies, risk management, due diligence, and valuations, aiming to optimise financial performance and support informed decision-making. |
4 | Legal Services Legal services encompass a wide range of activities related to the interpretation, application, and enforcement of laws. These services will help the Buyer navigate legal requirements, draft and review contracts, ensure compliance with regulations, and protect their intellectual property and other legal interests. |
5 | Procurement Services Procurement services involve managing the process of acquiring goods and services from external suppliers. This includes developing procurement strategies, creating frameworks, ensuring compliance with procurement laws, and optimising the procurement process to achieve value for money and meet organisational needs. |

These Combined Authorities are: Greater Manchester Combined Authority; West Midlands Combined Authority; York and North Yorkshire Combined Authority In addition, all public sector buying organisations, Non-Crown Status Government Companies, Non-Departmental Public Bodies, Public Corporations, and newly created bodies that meet the specified criteria. These public sector buying organisations should also that meet one or more of the following criteria to use the DPS (‘non LNZA Users’): • Participants in the Local Net Zero Accelerator Programme • Hosts (Accountable Bodies) of Local Net Zero Hubs • Recipients of funding and/or support under the Innovate UK Net Zero Living Programme • Recipients of support from Local Net Zero Hubs, evidenced as inclusion on the relevant Hub's Shortlist Tracker • Core Cities (including Authorities at any tier within a Core City area)
