Description
The intent to award a contract to deliver a Gypsy and Traveller Public Health and Wellbeing Service which aims to improve the health, wellbeing and independence of the Gypsy and Traveller communities in Leeds.
Total Quantity or Scope
The service will continue to deliver a range of services to support the health and wellbeing of the Gypsy and Traveller community. The proposed contract falls within the scope of the Provider Selection Regime (PSR). Route C of the PSR will be used to directly award the contract to Leeds GATE. Route C can be applied where 'an existing provider is satisfying the existing contract and is likely to satisfy the new contract, and the proposed contracting arrangements are not changing considerably from the existing contract.' The total value of the contract will be £420,000.00 and will last for a period of five years with the option to extend for a period of up to 36 months in any combination.

Legal Justification
The intent to award a contract to deliver a contract for the provision of a Gypsy and Traveller Public Health and Wellbeing service will continue to provide health and wellbeing service to the Gypsy and Traveller community. The proposed contract falls within the scope of the Provider Selection Regime (PSR). Route C of the PSR will be used to directly award the contract to Leeds GATE. Route C can be applied where 'an existing provider is satisfying the existing contract and is likely to satisfy the new contract, and the proposed contracting arrangements are not changing considerably', which is the case with the current contract delivered by Leeds GATE. The total value of the contract, should all of the available extensions be utilised will be £420,000.
Other Information
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made by 00:00 on 14th September 2024 (The standstill period will end at midnight on the eighth (8th) working day). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. No conflicts of interest were identified as part of this process. The decision maker (Director of Public Health) is fully in support of this intent to award and believes that services will continue to provide support to the Gypsy and Traveller community. Quality and innovation, value for money and improving access whilst reducing health inequalities are all high priority criteria for Leeds City Council in the delivery of services that support people in improving their health and wellbeing. They align with the objectives within the Best Council Plan and the ambition to reduce health inequalities by the commissioning of high quality services. These three key indicators are directly applied when assessing the effectiveness of a contract/service. Value for money, performance by reducing inequalities and barriers and the outcomes achieved by a service. All are measured through the contract management process. The provider has a track record of delivering health and wellbeing services, considered to be of high quality and value for money assessed over a period by contract management, which align to the strategic objectives of the council.
