Description
The back office system will be required for the life of the parking machines which is anticipated to be up to 31 March 2028. This is a sole source of supply due to compatibility with Flowbird Parking Machines. A previous VEAT was issued from 2020 - 2024 (2020/S 043-102833). The value set under the initial VEAT has been reached. The purpose of the most recent VEAT notice (ref 2024/S 000-028626) is to show expected value for the next 4 years up until 31 March 2028. It is anticipated that a review of the Council’s ticket machine requirements will take place well in advance of 31 March 2028.
Total Quantity or Scope
Flowbird Parking Machines that the Council purchased require the Smartfolio back office system as this is the only system that integrates with the Flowbird machines and therefore they are the only provider able to meet this requirement. For as long as the parking machines are in use we will require access to this system which is why the end date is 31/03/2028 as it is anticipated that the Council will have a different approach/situation before this date and it is expected that a review of the Council’s ticket machine requirements will take place well in advance of 31/03/2028. … The standstill period for the VEAT notice was from 06/09/2024 - midnight on 16/09/2024.

Legal Justification
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons. Flowbird Parking Machines that the Council purchased require the Smartfolio back office system as this is the only system that integrates with the Flowbird machines and therefore they are the only provider able to meet this requirement. For as long as the parking machines are in use we will require access to this system which is why the end date is 31/03/2028 as it is anticipated that the Council will have a different approach/situation before this date and it is expected that a review of the Council’s ticket machine requirements will take place well in advance of 31/03/2028. A VEAT notice was issued with a standstill period from 06/09/2024 - 16/09/2024 (ref 2024/S 000-028626).
