Description

The Council and Cheshire and Merseyside Integrated Care Board (Cheshire East Place) are seeking a provider for the Paediatric Speech, Language and Communication Service for our residents of Cheshire East. Cheshire East Council are acting as the lead commissioner for this procurement. The contract duration is for an initial period of 5 years from 1 April 2025 to 31 March 2030 with the option to extend for a further 2 years. The new contract is anticipated to go live in April 2025, after a 3-month mobilisation period. The contract value for the initial 5 year period is £11,250,000 and if the optional further 2 years extensions are exercised the full 7 year contract value would be £15,750,000. TUPE is likely to apply and TUPE information is provided within the tender pack. Total Quantity or Scope

The service endeavours to support the children and young people in Cheshire East receiving Speech and Language Therapy to be their best and improve their communication skills. With the aim of improving the emotional health and well-being for children and young people by providing a speech, language and communication support that helps them to achieve their potential. By providing a whole system service support that offers a graduated approach for children that will offer early help at the earliest opportunity, this is often at the pre-school stages of the child’s development to either stepping up where the needs are assessed to require targeted support to a step down via a supportive discharge route. The needs for children and young people over the age of five years vary depending on their age, development, complexity and accessibility. We know that many children who are in the youth justice system, may have speech and language needs that were not identified early enough. Again, those young people who are not in education or training, equally have some links to the speech and language delays and the confidence this can instil within the child and their attainment. The approach will need to differ to that of the under-fives, but the principles of service offer will remain with a need to provide a flexible range of support to children, young people and their families that may require with upskilling other professionals and families to support them holistically. The Service Model The whole system service delivery is outcomes based and recognises and builds on the strengths of children, young people and their families. The service will ensure that service delivery is provided through one provider only across Cheshire East, this will ensure complete consistency of service provision for all the children, young people and families within the borough. https://www.thebalancedsystem.org/
