Description

Scope: Appointment of Senior Commercial Manager services for Rail The appointed consultant will be assigned the following responsibilities, deliverables and accountabilities: 1) Leads the commercial function of the delivery team. 2) Acts with integrity and engenders trusting and open relationships within the WMRP and wider WMCA including stakeholder's and supply chain partners. 3) Provides recommendations and delivers improvements of procedures and systems within the delivery team. Responsibilities: 1) Lead the delivery commercial team in undertaking contract administration, processing supplier payments and their authorisation, valuations, final accounts, change management, risk management and cash management. 2) Establish workload targets and deadlines for the Project Commercial Manager's, and monitor delivery against these. 3) Prepare and present commercial reports at internal reviews and board meetings (as required) for programme governance. 4) Provide advice on commercial matters, identification and management of commercial risk and management of commercial resources. 5) Provide advice on contractual matters and support the project and senior leadership team 6) Provide support to West Midlands Combined Authority procurement team in undertaking precontract activities including developing procurement strategies, preparing contract documents and programmes, overseeing the issue of tender documentation, and leading a commercial team to undertake tender reviews. 7) Lead on financial reporting ensuring positive cash balances are maintained or early warnings are managed ahead of time. 8) Lead independent audit and assurance to commercial activities. 9) Comply with all WMCA policies and procedures. 10) Promote equality and diversity in all aspects of the role. 11) Maintain a positive attitude and collaborative culture when engaging with all stakeholders, participants and works package contractors involved in the programme and project delivery team. 12) Reports to and works under the direction of the Rail Delivery Manager, working alongside Sponsors and Rail Programme Commercial Manager and the wider Rail Programme Team.
